Overview
The Engineering Services Division Manager leads and oversees the Engineering Services Division within the Public Works Department, providing strategic direction, technical leadership, and operational management for a broad range of public infrastructure programs and projects. This position is responsible for planning, organizing, and directing engineering services related to County roads, bridges, utilities, the Olympic Discovery Trail, and other capital improvement initiatives.
The role manages division staff, budgets, project delivery, and engineering operations while ensuring compliance with federal, state, and local laws, regulations, and professional engineering standards. Working with considerable independence, the position supports the County Engineer in fulfilling statutory responsibilities, oversees capital planning, grant administration, and infrastructure project development from design through construction, and fosters partnerships with government agencies, contractors, stakeholders, and the public to deliver safe, effective, and sustainable public works projects.

- Resolve divisional operational and administrative conflicts and issues.
- Monitor and evaluate the progress of delegated matters.
- Provide leadership to the engineering services team in delivering the Department’s mission, values, goals, and objectives.
- Evaluate the engineering services team timelines, staffing, and production levels to ensure efficient and effective utilization of personnel, funds, materials, facilities, and time.
- Develop, evaluate, and implement methods and processes to improve workflow and ensure work is performed in accordance with statutes, regulations, and departmental goals.
- Prioritize, schedule, assign, and coordinate the development of projects from conception to completion.
- Ensure compliance with Federal, State, and County standards, procedures, and policies, including support of the County Engineer in fulfilling statutory duties related to county road engineering and maintaining the County’s Certified Agency status for administering Federal Highway Administration funds.
- Oversee safety functions, procedures, and corrective actions related to the engineering services team.
- Deliver engineering services including design, construction bid documents, and construction management for County-managed roads, bridges, utilities, and other public works infrastructure projects.
- Assist in preparing and implementing the Six-Year Transportation Improvement Program (TIP) and Annual Road Program in conformance with State law.
- Perform or oversee bridge condition inspections and manage the County Bridge Program in accordance with state and federal requirements.
- Ensure that construction plans, contract specifications, and related documents are complete and accurate, compliant with generally accepted engineering practice, and in accordance with federal and state standards prior to bidding.
- Oversee staff and processes responsible for county road right-of-way management including Public Works permit applications and traffic engineering.
- Oversee development review for engineering services related to land use applications, sewer connections, stormwater management, and transportation adequacy, impacts, and improvements.
- Oversee the establishment and maintenance of engineering files and records.
- Review designs of the engineering services team and prepare designs, plans, and specifications when necessary as the engineer of record for engineers in training.
- Assist with selection of professional consultants and monitor their work.
- Schedule survey division and right-of-way work to support Public Works project delivery as needed.
- Provide engineering support in coordination with the Utility Program Manager on operation and improvements to County-managed utilities.
- Develop and administer the Engineering Services Division budget and assist in preparation of the Public Works Department roads, utilities, ER&R, and other funds.
- Prepare, administer, track, and report on road construction, road administration, and other transportation grants and budgets to ensure proper use of public funds and alignment with Department and County goals.
- Develop, administer, and oversee transportation capital grant applications, contracts, negotiations, grant reporting, and staff responsible for grants.
- Research, analyze, and prepare cost estimates for proposed road, bridge, utility, and other capital improvement projects for budgeting purposes.
- Prepare and direct preparation of progress reports, studies, presentations, budgets, and correspondence to upper management, decision-makers, advisory boards, and the public.
