Engineering Services Division Manager
The Engineering Services Division Manager leads and oversees the Engineering Services Division within the Public Works Department, providing strategic direction, technical leadership, and operational management for a broad range of public infrastructure programs and projects. This position is responsible for planning, organizing, and directing engineering services related to County roads, bridges, utilities, the Olympic Discovery Trail, and other capital improvement initiatives.
The role manages division staff, budgets, project delivery, and engineering operations while ensuring compliance with federal, state, and local laws, regulations, and professional engineering standards.
Working with considerable independence, the position supports the County Engineer in fulfilling statutory responsibilities, oversees capital planning, grant administration, and infrastructure project development from design through construction, and fosters strong partnerships with government agencies, contractors, stakeholders, and the public to deliver safe, effective, and sustainable public works projects.
Typical duties include supervising, directing, and providing personnel action recommendations for the engineering services team; providing technical advice, guidance, and support; developing, evaluating, and implementing methods and processes to improve workflow; prioritizing, scheduling, and coordinating project development; ensuring compliance with federal, state, and county standards; overseeing safety functions; and managing the County Bridge Program.
Education/Training:
Requires a Bachelor's degree (BS) or higher in Civil Engineering or related field. Experience/
Qualifications:
A minimum of five (5) years of progressively responsible engineering experience related to roads, bridges, and/or sewer/water utilities; one (1) year of direct responsibility for performance of a team and/or multiple functional areas involving subordinate employees; must be registered as a Professional Engineer in Washington State. Local government public works experience with roads and utilities is highly desirable.
