Position: Engineering Services Manager (Open Until Filled)

Engineering Services Division Manager

The Engineering Services Division Manager leads and oversees the Engineering Services Division within the Public Works Department, providing strategic direction, technical leadership, and operational management for a broad range of public infrastructure programs and projects. This position is responsible for planning, organizing, and directing engineering services related to County roads, bridges, utilities, the Olympic Discovery Trail, and other capital improvement initiatives.

The role manages division staff, budgets, project delivery, and engineering operations while ensuring compliance with federal, state, and local laws, regulations, and professional engineering standards.

Working with considerable independence, the position supports the County Engineer in fulfilling statutory responsibilities, oversees capital planning, grant administration, and infrastructure project development from design through construction, and fosters strong partnerships with government agencies, contractors, stakeholders, and the public to deliver safe, effective, and sustainable public works projects.

Typical duties include supervising, directing, and providing personnel action recommendations for the engineering services team; providing technical advice, guidance, and support; developing, evaluating, and implementing methods and processes to improve workflow; ensuring compliance with federal, state, and county standards; overseeing safety functions; managing the county bridge program; overseeing staff and processes for county road right-of-way management; overseeing development review staff and processes for engineering services review of land use development applications;

overseeing the establishment and maintenance of engineering files and records; reviewing designs of the engineering services team; assisting with selection of professional consultants; providing engineering support assistance in coordination with the utility program manager; developing and administering the engineering services division budget; preparing, administering, tracking, and reporting on road construction, road administration, and other transportation related grants and budgets; seeking, developing, administering, and overseeing transportation capital grant applications;

researching, analyzing, and preparing cost estimates of proposed road, bridge, utility, and other department capital improvement projects; preparing and/or directing preparation of and presenting a variety of reports, studies, presentations, budgets, and correspondence; conferring with county, city, state, tribal, and federal government partners, other funding/project partners, and the public; responding to inquiries from contractors, other public agencies and officials, and the public;

providing key involvement in public meetings and hearings related to department work areas and projects; maintaining knowledge of emerging technologies, current development practices, and sources of information relative to all aspects of civil engineering; and performing other duties as directed.

Education, training, and experience requirements include a bachelor's degree (BS) or higher in civil engineering or related field, a minimum of five (5) years of progressively responsible engineering experience related to roads, bridges, and/or sewer/water utilities, one (1) year of direct responsibility for performance of a team and/or multiple functional areas involving subordinate employees, registration as a professional engineer in Washington state, and local government public works experience with roads and utilities is highly desirable.
