Overview

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility in Port Arthur, Texas. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work on the Energy GBU LNG projects. Bechtel is a leading LNG EPC contractor delivering a broad range of LNG projects through its self-perform model, partnerships, and proven experience.

This position supports PALNG's Environmental, Safety, and Health (ES&H) activities on the project.

Job Summary

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce adverse impacts. You will perform risk assessments, contribute input on bid decisions, lead meetings and communications, and track performance trends. You will help enhance safety procedures and work processes. Under general supervision, the ES&H Representative supports construction activities and the PALNG ES&H Execution Plan.

The role requires significant field engagement with personnel, including work at height and in elevated work areas, to achieve ES&H performance, compliance, and continuous improvement.

Major Responsibilities
  • Provide assistance across ES&H disciplines to facilitate implementation of Bechtel's ES&H program and ES&H Management System, including compliance with standards, regulatory requirements, and contractual commitments
  • Develop, implement, and maintain programs, systems, and procedures for employee safety, health, and environmental protection
  • Maintain ES&H databases, including incident events, audit findings, and corrective actions
  • Perform statistical analysis of ES&H data to identify performance trends and contributing factors
  • Identify and support unique software systems and electronic tools used by ES&H personnel
  • Lead teams in risk assessment, studies, mitigation planning, and monitoring of ES&H issues
  • Prepare communications, write reports, and maintain program documents for execution and records retention
  • Assist with incident notifications, lead investigations, and prepare incident investigation reports
  • Recommend and implement improvements to processes and activities to minimize hazard potential
  • Participate in and may lead employee training, emergency preparedness, and quality assurance programs
  • Research moderately complex issues and provide regulatory interpretation and technical advice
  • Support ES&H field and office personnel across all ES&H disciplines
Education And Experience Requirements
  • Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience, or 9-12 years of relevant work experience
Required Knowledge And Skills
  • Provide safety technical support, coordinate safety requirements, and formulate risk reduction measures with engineering, construction, subcontractors, and other ES&H Representatives
  • Offer coaching and mentoring within assigned areas to improve at-risk conditions and behaviors
  • Engage with customers, project team members, and subcontractors to advise on ES&H requirements
  • Identify and act on opportunities for improvement through construction supervision, ensuring corrective actions are taken
  • Lead and participate in incident investigations, prepare initial notifications, conduct investigations, and complete incident reports
  • Attend and support daily Pre-Start and safety meetings, ensuring presence at the designated work location
  • Participate in ES&H program activities such as Leadership Walkdowns, Near Miss Reporting, Weekly Safety Meetings, and Mentor programs
  • Knowledge of national environmental and safety laws/regulations, standards, and practices for compliance
  • Knowledge of engineering and construction systems, methods, and work processes
  • Must pass pre-employment drug screen and background check, including verification of employment and education
  • Must be able to obtain a site security badge for access to the worksite; this is a field-based role
Additional Information

This position involves field inspections and activities such as walking on construction sites, climbing ladders and scaffolding, working on elevated platforms and uneven surfaces, and entering confined spaces. Some lifting may be required. PPE (e.g., harness, life vest) is required as applicable.
