JOB SUMMARY

To perform professional personnel work in a variety of program areas including selection, classification, salary administration and affirmative action; to prepare forms and reports; and research various information for Federal, State, and local compliance including compensation, wages, and employee’s status, and to provide highly responsible assistance to the Human Resources Department.

SUPERVISION

Receives general supervision from the Director and Assistant Director of Human Resources.
Exercises technical and functional supervision over technical and clerical staff.

DUTIES AND RESPONSIBILITIES
  • Prepare and process various Federal, State, and local forms and reports including hirings, terminations, transfers, promotions, and unemployment.
  • Administer selection programs; score examinations, make applicant referrals to hiring authorities.
  • Conduct position classification studies; prepare and revise class specifications; prepare study and implementation reports; present results to the Director of Human Resources and other pertinent staff.
  • Conduct salary and fringe benefit surveys, analyze data, recommend adjustments and internal relationships, complete salary and benefit surveys for outside agencies when requested.
  • Compose, prepare, review, and type a variety of memorandums, correspondence, reports, recruitment announcements, public notices and other documents related to human resource activities; complete various forms; prepare and distribute reports for review and use; manage confidential information as appropriate; mail or fax materials, as necessary.
  • Answer questions and provide information to applicants regarding non-qualifying applications for positions.
  • Receive, process and forward employee medical bills in a timely manner.
  • Photograph employees and prepare identification cards for city employees as requested.
  • Maintain a variety of files and filing systems including job postings and applicant bidder referrals; maintain and update various records; purge files as requested.
  • Enter and update a variety of information on a computer system including claims, lawsuits, promotions, new employees, increases, transfers, terminations, and employment applications.
  • Process injury reports, disability claims and assist employees with related claims.
  • Prepare and process liability insurance claims and records.
  • Prepare recruitment notices and advertise, as directed, by newspaper, magazines, and special job bulletins.
  • Enroll all new employees in retirement, insurance, and other benefit programs, as appropriate; explain fringe benefit programs; assist in new employee orientations.
  • Provide general clerical support to assist designated department staff in the completion of their duties and responsibilities.
  • Perform related duties as assigned.
QUALIFICATIONS

Knowledge of:

  • Basic operational procedures of camera equipment.
  • Proper public contact and telephone etiquette.
  • Monitor city compliance with affirmative action goals and objectives.
  • Prepare reports and analyses on various personnel related issues including employee turnover, absenteeism, staffing levels, and hiring patterns and trends.
  • Prepare and distribute routine reports and memorandums.
  • Regular attendance is an essential job requirement.
  • Answer questions and provide information to the public including sensitive personnel information and policies; answer a variety of complex questions from various departments and divisions.
  • Modern office methods, procedures and equipment including computers and associated equipment.
  • General Human Resource policies and procedures.
  • Business letter writing and report preparation.
  • Principles and procedures of record keeping.

  • Provide staff support to assist designated department staff in the completion of their duties and responsibilities; provide training and direction to subordinate staff as needed.
