Position: TECHNICAL DIRECTOR

Summary

You will serve as the Technical Director for the Naval Facilities Engineering Command and Expeditionary Warfare Center (NAVFAC EXWC). You will exercise the highest degree of technical and managerial knowledge to direct, plan, execute and coordinate broad, large‑scale, critical research, development, test and evaluation (RDT&E) and engineering activities focused on advancing the Navy’s technological base in specialized facilities engineering and life cycle management of expeditionary equipment.

Responsibilities
  • Steward NAVFAC EXWC technical capabilities and identify facilities/equipment to support the Center’s RDT&E, specialized engineering and expeditionary missions.
  • Oversee the technical direction and integration of diverse science, technology, research and development, systems engineering, facilities engineering and expeditionary equipment across the Shore, Expeditionary, and Ocean facilities portfolios.
  • Develop policy and direct the broad planning and execution of the full spectrum of technical performance by the Warfare Center; select subordinate technical personnel and exchange technical information.
  • Plan and manage strategic investments, business, information resources and marketing strategies to ensure adequate funding for future research and development.
  • Engage with agencies and organizations to understand emerging scientific/technological opportunities, military requirements, and alignment between technological opportunities and defense/national requirements.
  • Assess the impact of proposed changes in defense policy on the Nation’s technology and industrial base and position NAVFAC EXWC to respond effectively.
  • Present, explain and defend programs to top levels of NAVFAC, the Department of the Navy (DON) and the Department of Defense (DoD).
  • Integrate business line planning and execution; lead first‑line supervisory technical personnel and ensure training and professional growth opportunities throughout the technical organization.
  • For 1550 series only: obtain and maintain DoDM 8140.03 Cyber Workforce Qualification and comply with Department of Navy policies.

Technical Qualifications (TQs):

  • TQ#1:
    Experience with Navy Working Capital Fund in a research and development environment in a shore facilities, and/or ocean facilities/equipment, and expeditionary domains.
  • TQ#2:
    Knowledge of an installation environment and in‑service support in shore facilities, and/or ocean facilities/equipment, and expeditionary domains.

Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • 0801 Professional Engineering Series: A bachelor’s or higher engineering degree from an accredited college or university, or an acceptable combination of education and experience as detailed in the OPM manual.
  • 1301 General Physical Science Series: A degree in physical science, engineering, or mathematics that includes the required coursework, or an acceptable combination of education and experience.
  • 1550 Computer Science Series: A bachelor’s degree in computer science or equivalent with 30 semester hours in mathematics, statistics, and computer science.
