Facilities Program Analyst

We are seeking an experienced Facilities Program Analyst to support the Naval Construction Group ONE (NCG1), N48 Facilities Division, at Naval Base Ventura County in Port Hueneme, California.
The Facilities Program Analyst will provide facilities-related analytical, technical, administrative, coordination, and project-management support involving approximately 150 facilities across Point Mugu, Port Hueneme, Fort Hunter Liggett, and China Lake. The position will coordinate with Naval Facilities Engineering Systems Command (NAVFAC), Public Works Department (PWD), U.S. Army Corps of Engineers (USACE), NCG1 subordinate units, facilities managers, and other engineering support organizations.
Key Responsibilities- Provide administrative coordination and technical assistance for facilities-related activities, project execution, and facilities maintenance.
- Monitor and prepare draft facility fund tracking sheets for Government review.
- Analyze present and future facility requirements and develop comprehensive Facility Requirements Studies.
- Maintain administrative tracking mechanisms for facilities resource funding allocations.
- Support development and execution of the two-year Minor/Major Maintenance Action Plan.
- Prepare planning inputs and draft DD Form 1391 documentation for the 10-year master plan concerning future MILCON and facility replacements.
- Analyze and recommend prioritization strategies for the basic trouble-ticket backlog.
- Coordinate technical communications with NAVFAC, USACE, and other service engineering support commands
. - Prepare command documentation for project development and provide project tracking and management support from project inception through completion.
- Maintain knowledge of NCG1 Facilities Program policies and objectives and conduct management studies supporting future construction and execution strategies.
- Research potential funding resources and participate in facility program studies.
- Translate personnel loading, training periods, out-loading requirements, and logistics information into facility requirements.
- Draft and review Basic Facility Requirements (BFRs) for assigned units.
- Maintain physical and electronic facility records, including engineering drawings, maps, charts, and deficiency/excess records.
- Review and analyze requests for space allocations and facility improvements and provide technical recommendations for Government consideration.
- Prepare draft BFR update submissions and facilitate transmission of Government-validated BFR information to NAVFAC Southwest planners for entry into iNFADS
. - Prepare supporting documentation, including facility justifications, cost estimates, and environmental impact assessments.
- Provide facilities subject matter expertise in support of Navy Expeditionary Combat Command (NECC) Inspector General Command Assessments
. - Provide technical guidance to facilities inspectors and subordinate facilities managers.
- Assist NECC IG inspection teams with facility Command Assessments.
- Support reduction of the basic facilities trouble-ticket backlog, with a target of 10% quarterly reduction
, subject to the conditions specified in the PWS. - Calculate NCG1 facility operating costs and develop draft budget inputs.
- Monitor Inter-Service Support Agreements (ISSAs) and recommend modifications.
- Support NECC Pacific facilities requirements, including tracking requirements, resolving data calls, and consolidating NCG1's Integrated Priority List (IPL).
- Analyze Annual Inspection Summary (AIS) information and develop inputs for the annual Sustainment, Restoration, and Modernization (SRM) budget execution plan. This responsibility represents approximately 25% of the overall workload
