This position provides operational support for the Detroit Housing Commission’s Section 8 programs, assisting with application processing, waiting list management, portability, intake, and recertification duties. It involves communication with property owners and management companies and is performed under supervision.
Essential Job Functions- Handle recertifications, notify participants and landlords, verify information, calculate rent shares, and process related data.
- Initiate voucher and HAP contract terminations for non-compliance, and prepare cases for hearings.
- Draft correspondence using standard forms and communicate with various stakeholders to explain program requirements, negotiate rents, verify income, and resolve issues.
- Provide excellent customer service via email, phone, and mail, and process incoming correspondence.
- Utilize office software and Yardi for recordkeeping, reporting, and data entry.
- Maintain participant and landlord files according to protocols, ensuring confidentiality and compliance with HUD and PII policies.
- Process applications, manage waiting lists, explain portability procedures, and assist with intake procedures.
- Perform other duties as assigned.
- Effective verbal and written communication skills with diverse populations.
- Organizational skills for document management and meeting deadlines.
- Negotiation and conflict resolution skills.
- Knowledge of HUD regulations, program guidelines, and local laws.
- Ability to operate standard office equipment and software.
Work is primarily in an office environment. Must be able to operate office machines, lift up to 10 pounds, and stand or walk as needed.
Other RequirementsValid driver’s license, criminal background clearance, and drug screening are required. Bilingual skills are a plus.
Minimum QualificationsAssociates degree and two years’ experience in property management or related field preferred; HCVP experience is a plus. High school diploma with three years of housing management experience may be considered. Certification in HCV and rent calculation required within six months of hire, with a score of 80% or higher.
Salary$34,278.40 - $36,420.80 plus full benefits and retirement plan.
Additional InformationApplicants must pass criminal, drug, and background checks. Fluency in a second language is desirable but not required.
