Research and provide data to support the jurisdiction's Homeland Security efforts through systematic planning, evaluation and analysis of program elements in the solution areas of equipment acquisition, training, exercising and planning as identified in the jurisdiction's Homeland Security Assessment and Strategy. Research and provide data through the systematic planning, evaluation and analysis of projects in bio-terrorism, weapons of mass destruction and CBRNE elements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Develops procedures for planning, evaluation and analysis of solution area recommendations pertaining to utilization of local resources and related issues.
  • Develop and implement homeland security programs as they align with and support local, state and federal initiatives.
  • Establish, expand or maintain volunteer programs and recruitment effects that support disaster preparedness and/or response.
  • Develops and implements plans, policies, procedures, and systems for public information and notifying the public of emergency situations.
  • Meets with elected officials and other agency staff to analyze the implications of solution area programs and proposals.
  • Attends meetings and project conferences to discuss operations, proposals and techniques for the resolution of problems and to carry out coordinated programs to fulfill federal and state grant requirements.
  • Analyzes and evaluates data, prepares reports and makes specific recommendations concerning the development of solution area proposals.
  • Researches and prepares HSGP Investments.
  • Encourages the exchange of information with local, county, regional and metropolitan agencies and private organizations and universities engaged in programs related to homeland security strategy.
  • Utilizes local Homeland Security Assessment Strategy results and the State Homeland Security Strategy to substantiate recommendations for solution and initiatives.
  • Participates in public meetings and hearings explaining the jurisdictions homeland security proposals.
  • Maintain records and prepare mandatory reports and budget documents related to grant financial responsibilities.
  • Research CBRNE equipment purchases.
  • Assist project lead to align and justify projects with regional, state and federal guidance
  • Prepare required approval documentation in accordance to grant agreements, templates and guidance for submission to MSP EMHSD.
  • Obtain quotes and/or bids according to SCC Purchasing Polices or Local municipalities purchasing policies.
  • Provide lifecycle management for all HSGP-funded projects, including: project research and development; development of bid specifications; approval paperwork; reviewing proposals; managing project budgets; placing equipment into inventory and ongoing tracking; project reimbursement paperwork; reporting requirements.
  • Utilize current county-wide and/or department specific software to complete assignments.
  • Ensure compliance of strategic homeland security grant programs with established federal, state and local guidance.
  • Prepares and monitors budgets for all Homeland Security Grant Program
  • Acts as liaison with local, county departments, state and UASI board involved in the grant process (Fiscal Services and Purchasing)
  • Provide reports as requested by St Clair County Homeland Security Advisory Council and Southeast Michigan UASI Board.
  • Assist with county, state and/or federal audits.
  • Other duties as assigned.
SUPERVISION RECEIVED:

Work is performed under the direct supervision of the Director of Emergency Management and Homeland Security.

SUPERVISORY RESPONSIBILITIES:

EXPERIENCE, SKILLS,

EDUCATION:
  • A Bachelor Degree in Business/Public Safety or an Associate Degree with four years of public safety work experience required.
  • One or more years of experience in an emergency management, safety or related function preferred.
  • Three or more years of progressively responsible experience in an office setting offering a variety of clerical and technical activity.
  • Knowledge of the operations, services and activities of a comprehensive Emergency Management Program
  • Knowledge of emergency response systems operations.
  • Knowledge of principles of community planning and exercising.
  • Knowledge of grant writing
  • Knowledge of GIS.
  • Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgement and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.
