The Assistant Director of Building Operations & Maintenance is responsible for assisting the Director with daily operation and supervision of all custodial and maintenance of County owned property.
ESSENTIAL DUTIES AND RESPONSIBILITIES:- Work in collaboration with the Director in the development and administration of department policy and procedure.
- Answer inquiries relating to Maintenance and general County related referrals.
- Supervises, directs and assists the Director in the annual evaluation and promotion of staff.
- Oversees work schedules to ensure efficient operations.
- Assists the Director with the monitoring of operations.
- Collection and keeping of all department records.
- Supervise the St. Clair County mail department.
- Assists the Director with the hiring process of all personnel including, but not limited to, interviews and selection of new hires.
- Oversees the maintenance of personnel and departmental records including payroll worksheets, personnel files, Standard Operating Procedure manuals, and employer Policy and Procedure Standards.
- Plans, organizes and prioritizes multiple administrative and management functions to assist in directing office operations.
- Coordinates department work activities which include scheduling shifts, assigning work duties, approving or denying leave and monitoring the status of work in progress.
- Assists Director in evaluation of staff performance, recommends employee work plans, corrective action and discipline.
- Provide supervision for custodial and maintenance personnel.
- Facilitate any in-service training programs for the instruction and training of personnel.
- Conduct purchases of supplies; including the taking of quotations, analyzing cost, and placing necessary orders with the proper vendors.
- Cover duties for the Director of Building Operations and Maintenance in his/her absence.
- Other duties as assigned.
Supervision received by the Director of Building Operations and Maintenance, the Deputy Administrator/Controller, and the Administrator/Controller.
SUPERVISORY RESPONSIBILITIES:Supervision is exercised over all Custodial and Maintenance Personnel, as well as all contractors doing work on County Buildings and Grounds, in coordination with the Director of Building Operations and Maintenance.
EXPERIENCE, SKILLS,EDUCATION:
- Graduation from an accredited high school (GED acceptable) required. Associate's Degree in Applied Arts and Science or Technology related field preferred.
- Building and maintenance experience of at least five years:
- which shall include a minimum of three years in the following fields:
- Carpentry
- Plumbing
- Heating, air conditioning and refrigeration (HVAC)
- Electrical
- General maintenance
- which shall include a minimum of three years in the following fields:
- Considerable knowledge of computers and HVAC systems.
- Considerable knowledge of mechanical and electrical systems and operation.
- Considerable knowledge of cost estimating, building materials and contract specifications.
- Considerable knowledge of building structures and construction.
- Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures.
Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments. - Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.
- Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly; communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.
