Capital Development & Delivery Manager
Kitsap County Public Works is seeking an experienced leader to manage the Capital Development and Delivery section within the Public Works Capital Facilities Division. The role oversees project management and construction teams, contracted professional services, and delivers complex capital projects that serve County citizens.
Responsibilities- Provide comprehensive project oversight for planning, management, and completion of capital projects across the County’s portfolio, emphasizing Public Buildings, Parks, and Utilities.
- Coordinate programs and projects with County Departments, elected offices, public utilities, state agencies, and the public.
- Solve complex engineering and infrastructure challenges.
- Lead and develop a team of professional and technical staff.
- Plan, develop, and implement strategic plans and objectives aligned with the Countywide vision, mission, and business goals.
- Execute sound business management practices and develop performance metrics to measure success.
- Create a positive work environment built on trust, approachability, and strong partnerships with internal and external stakeholders, vendors, and the public.
- Recommend asset‑management practices to preserve and optimize capital investments.
- Establish best‑practice project controls, contract management, and procurement through cross‑county partnerships.
- Bachelor’s degree in Civil Engineering or related field.
- Licensed as a Washington State Professional Engineer (PE) or in the process of securing the license.
- Eight years of relevant experience in engineering design and construction, including at least three years of supervisory or management experience.
- Knowledge of engineering practice as defined in RCW 18.43.020.
- Ten years of relevant experience in engineering and design.
- Master’s degree in a related discipline.
- Valid Washington State Driver’s License and a satisfactory driving record.
