Responsibilities
  • Lead negotiations for acquisition of land rights, easements, and real property for road construction, improvements, and utility projects across Kitsap County.
  • Direct property acquisition processes for multiple departments, ensuring compliance with County, WSDOT, FHWA, and Uniform Act guidelines.
  • Oversee property transactions from start to finish; conduct title searches, review construction plans, and prepare legal instruments for conveyance and disposal of County-owned property. The valuation processes by preparing cost estimates, letters of opinion, and short-form appraisals to establish just compensation for property owners.
  • Drive stakeholder engagement by informing property owners of their rights, applicable laws, and negotiating claims or settlements with professionalism and transparency.
  • Ensure accuracy and legality in all documentation, including deeds, easements, leases, permits, and licenses.
  • Navigate public inquiries and provide expert guidance on road vacations, tax title sales, easement transactions, and other real estate matters.
  • Represent the County in discussions with property owners, agencies, and community stakeholders.
What You Bring
  • Bachelor s degree in Real Estate, GIS, Business Management, or related field and three years of directly related experience in land acquisition, real estate sales, appraisal, title examination, or property management.
  • OR Seven years of directly related experience in land acquisition, real estate sales, appraisal, title examination, or property management.

Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.

Relevant experience to qualify for position is any experience associated with land acquisition and sale of real estate, real property appraisal, title examination, negotiations, or related such as property management, lease agreements, title review etc.

Professional Credentials
  • Notary Public in Washington State (must obtain within 6 months).
  • International Right of Way Association (IRWA) Membership (must obtain within 90 days).
  • Completion of IRWA Course 100 (must obtain within 6 months).
Communication/Interpersonal Skills
  • Strong negotiation and conflict resolution abilities.
  • Excellent public engagement and stakeholder communication skills.
