Job Description:

Designand Technical Oversight:
  • Review and evaluate mechanical design drawings, specifications, and submittals for compliance with USACEand federal design standards.
  • Provide engineering oversight during construction phases, including field inspections, testing, and verification of mechanical systems.
  • Support design development forHVAC, plumbing, fire protection, and related mechanical systems.
  • Coordinate with civil,electrical, and structural disciplines to ensure design integration andsystem performance.
  • Prepare technical reports,design analyses, and recommendations to support project delivery.
  • Participate in constructability reviews, value engineering, and life-cycle cost evaluations.
Construction and Quality Assurance:
  • Conduct field inspections and quality assurance surveillance for mechanical systems and related works.
  • Monitor Contractor Quality Control (QC) operations to ensure compliance with project specifications and safety standards.
  • Receive, review, and processsubmittals and shop drawings using RMS; ensure proper documentation,review, and reporting.
  • Prepare and submit daily inspection reports documenting progress, labor, materials, and any observed deficiencies.
  • Maintain records of materials,test results, and “as-built” conditions.
  • Conduct joint, pre-final, andfinal inspections and verify corrective actions are completed.
  • Inspect safety precautions and enforce corrective measures for noncompliance.
  • Participate in commissioning and testing of mechanical and control systems.
Project and Field Support:
  • Review construction materials,workmanship, and adherence to approved submittals.
  • Inspect installations of mechanical systems, including HVAC, plumbing, fire protection, and related mechanical systems.
  • Verify performance of testing and collect samples for laboratory analysis.
  • Monitor project progress and estimate work completion percentages.
  • Assist with coordination for utility relocations (mechanical systems).
Qualifications:
  • Bachelor’s degree in Mechanical Engineering from an accredited institution.
  • 5–10 years of relevant experience in mechanical design, construction, or project inspection(USACE or federal experience preferred).
  • Professional Engineer (PE) license preferred but not required.
  • Proficiency with AutoCAD, RMS,and Microsoft Office Suite.
  • In-depth knowledge of NEC, UFC,NFPA, and USACE engineering procedures.
  • Strong documentation,reporting, and communication skills.
  • Ability to interpret construction schedules and safety plans.
  • Ability to travel to project sites within the USACE Caribbean District as needed.
Preferred Experience:
  • Prior work on USACE, NAVFAC, orother federal design/construction projects.
  • Experience with backup powersystems, renewable energy, and energy efficiency initiatives.
  • Familiarity with design-build delivery and government submittal processes.
  • Knowledge of LEED or sustainable design standards.
  • Experience overseeing major civil works and vertical construction projects such as hurricane gates,Army reserve centers, schools, and housing facilities.
