under the direction of the utility systems deputy director, d&c or designee, this position includes supervisory, administrative, and technical responsibilities of above-average difficulty in supervising the operations of the water distribution divisions. This encompasses the sections of water installs, water preventive maintenance, meter reading. Facilitates the development of public trust and confidence in the city and its utility.
this position is considered an "essential position" for the purpose of emergency management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during city of port st lucie emergencies, as determined by city administrators, emergency manager or city officials.
essential duties- keeps the mission, vision, and values of the city of port st. Lucie and utility systems department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- immediate responsibility for the supervision of the water distribution divisions. Responsible for monthly corrective work order reports. Updates and maintains the standard operating procedures manual for all division functions, including water collection master lists.
- prepares reports and retrieves data for reports from utility software and assembles information for others use. Conducts analytical comparisons of information. Assists in the preparation and maintenance of department records.
- coordinates with the risk management department, legal department, and all affected utility divisions in handling damage claims.
- assists as risk management liaison for the water distribution divisions on incidents and reporting, which may require immediate emergency response in the field, including evenings, weekends, and holidays.
- assists with communications on behalf of utility executive management to risk management and other departments as necessary.
- makes personal inspections of various utility work locations for the purpose of ensuring safe work practices and supervisory team and crew efficiencies.
- responsible for assigned units of budget preparation and execution.
- responsible for compliance with local, state, and federal regulations.
- authorizes payment of invoices within the division and approves requisitions.
- assists in the development and preparation of long-range capital improvements plans to accommodate the projected public needs.
- coordinates the implementation of plans with in-house and consulting engineers. Responsible for development and implementation of preventive maintenance programs ensuring that the water distribution systems and water meter reading equipment are well maintained. Coordinates strategic planning for proper placement of equipment, staff and resources before, during, and after storm events.
- assists in investigating accidents and recommends preventative measures to the utility’s safety division manager and committee.
- coordinates and delegate safety programs for the division.
- supervises the work of others when assigned.
- makes personal inspections of various utility work locations for the purpose of ensuring safe work practices and supervisory team and crew efficiencies.
- prepares, reviews and submits monthly, quarterly, and annual reports required by regulatory agencies; ensures compliance with all local, state, and federal regulations; interprets potential rule changes as they related to assigned area.
- participates in the selection, promotion, appraisal, and discipline of assigned employees; enforces standards or performance; reviews assignments and program activity reports with the section supervisor and provides guidance and technical assistance as needed.
- performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with vendors, and communication through telephone and meetings.
- provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
