Our Communities Connected for Kids Program provides services for children and families in the child welfare system, to ensure a community without abuse, neglect and abandonment. Based out of Port Saint Lucie, FL, this position is responsible for determining the eligibility of clients involved in the Dependency Court System, processing data from electronic sources and entering information into a computer-based eligibility system under state and federal requirements.
This role handles a high-volume deadline driven work, while remaining flexible to frequent changes in the program policy and/or computer-based systems. This position requires the following professional skills:
* 1. Internal Processes:
Demonstrates a working knowledge of the child welfare dependency system and can work within the interdependence among internal and external operations. Recognizes how the responsibilities of the position contribute to the success and overall performance of the agency. Understands and practices the concepts of being trauma informed and trauma responsive. Compiles the required documentation to ensure a complete Title IV-E determination is completed in FSFN at time of removal for every child that enters Out of Home Care.
Enrolls each new Medicaid enrollee in the Sunshine Child Welfare Specialty Plan. Refers children who may meet Social Security benefits to the Master Trust Specialist.
* 2. Program Delivery:
Demonstrates the skills, knowledge, and ability to implement, develop, manage, and deliver program services and responsibilities. Ensures appropriate notification to ESS when a child's circumstances change via the utilization of Eligibility Communication Review via FSFN 'Change Row' functionality. Completes TANF applications for all children under the supervision of CCKids. Ensures TANF determinations do not expire before re-determinations are completed. Reviews, organizes, approves and maintains pre-adoption files submitted by Adoption Case Managers.
Processes MAS agreements as needed; update FSFN placements and non-placement services; communicate with Adoption Case Managers on case assignments and finalizations. Accurate and timely processing of new Adoption Title IV-E applications for children in Adoption placement. Assists case management in obtaining or completing eligibility documentation when a case is referred to the adoption unit or when an ICPC is due to occur in the future.
Manages and responds to inquiries regarding Medicaid billing and primary care physician changes from foster parents, case managers, relative and non-relative caregivers, and Protective Investigators.
* 3. Customers / Stakeholders:
Establishes an operational environment and culture, which is aligned with CCKids strategies, initiatives, and practices. Fosters positive relations and interactions between all CCKids departments and employees, which promote the growth and image of the agency. Recognizes, understands, and develops strong internal, business and industry customer relationships. Maintains open communication with Protective Investigators and Case Managers responsible for supervising cases of children in care, obtaining information on income, household composition and family resources to determine eligibility.
Provides case management and private investigators a Letter of Assurance so medical needs can be immediately addressed before Medicaid is issued. Logs in to the uRefer system regularly to ensure outstanding CBHA referrals have active Medicaid number input correctly for each child. Once confirmed and/or updated approve all referrals or deny using staff discretion.
* 4. Regulatory / Professional Practice:
Demonstrates the skills, knowledge, and abilities to understand, implement, as well as influence regulatory guidelines and professional standards. Ensures regulatory compliance and adheres to professional standards. Completes Medicaid application for each child who enters out of home care. Ensures FSFN Medicaid application is submitted within 48 business hours of removal. Completes FSFN interface with FLORIDA system names CCKids as Medicaid Payee.
Attends staff meetings, in-service training, and other meetings, staffings or conferences as scheduled by the supervisor.
