Accounting and Financial Specialist

Job Description

This position is a three-month fixed-term position. Fixed-term positions are not eligible for employee benefits during the term of the assignment. The salary range for this position is $80,500–$108,700 on an annualized basis, with a market midpoint of $94,600. The expected hiring range is typically between the minimum and the midpoint; however, placement above the midpoint may be considered based on experience, internal equity, and job-related factors.

Responsible for performing accounting and financial tasks in compliance with FERC standards and regulatory requirements. Duties include tax filings, general ledger Provides administrative and accounting support by assisting with budgeting, financial reporting, work order processing, and financial research.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:

  • Assists with preparing the annual budget.
  • Assist in preparing actual and budget ledgers, research discrepancies, and consult with leaders.
  • Assist with researching broadband revenue and expenses to develop economic model.
  • Assists in maintaining work order file, using a checklist to gather, record, track, and distribute information as needed/required.
  • Ensures closing requirements for work orders have been met, utilizing NISC software. Once verified process the close of work orders.
  • Performs other duties as assigned.

    • Work additional hours as necessary to achieve departmental goals as directed by the supervisor.
    • Review and follow District employee policies and procedures.
    • Maintain regular and punctual attendance.
Typical Qualifications

EDUCATION AND/OR EXPERIENCE
• Bachelor's degree in Business Administration, Accounting, Finance, or related field is required. A minimum of four (4) years accounting experience is preferred with increasing responsibility (preferably within a public utility district) is required. Experience in accounting practices, work order management and grant management monitoring and compliance preferred. Any combination of education and experience that provides the necessary knowledge, abilities and skills to perform the functions of this position may be substituted for the foregoing requirements.

KNOWLEDGE, ABILITIES AND SKILLS
• Knowledge of effective management practices, accounting theory, and accounting standards. Working knowledge of sound accounting principles and practices and PUD policies. Working knowledge of computers and their application in financial and accounting systems, including spreadsheets, databases, and word processing. Proficient written and oral use of the English language. Knowledge of the utility industry, NISC software applications, NARUC, GASB, FERC and RUS accounting standards at time of hire is highly desired.

Ability to apply accounting theory accurately. Strong analytical and problem-solving skills and abilities. Ability to maintain sustained attention to detail and to work under the pressure of rigid deadlines. Must possess excellent organizational skills, successfully manage multiple priorities, handle competing deadlines and accurately set priorities.
