Job SummaryThe Economic Support Specialist assists in addressing public needs and works with clients applying for Healthcare/Food Share/Childcare. The position determines if clients are eligible for benefits and also provides assistance to long‑term care applicants. The Specialist also refers clients to other county/statewide programs.
Essential Functions and ResponsibilitiesThe following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. Other duties may be required and assigned.
50% Call CenterReceives calls from a five‑county consortium for applications, renewals, interviews, changes. Provides program/budget explanations, referrals. Engages in conflict resolutions, document processing. Queries and monitors state databases.
40% Determine EligibilityProcess cases in a time‑sensitive manner. Verifies due dates. Monitors Dashboard. Processes documents (applications, renewals, six‑month report, changes). Queries and monitors state databases. Uses mainframe, state wage match, Child support database.
8% Policy/Procedures/TrainingResearch and reviews policy/procedures for each program.
2% Outside ResourcesEngages outside sources calling in for clients or questions regarding benefits. Assists clients with outside sources for assistance (Forward Health, housing programs, legal services, state agencies).
Supervision ExercisedNone
Minimum Education Qualifications- Associate’s Degree required.
- One to two years of post‑secondary education in related areas such as finance, human services, law, and bilingual is desirable. Upon hire they must attend and complete state sponsored training complying with the requirements of Wis admin code DHS 254.03. Must maintain competencies in all areas of economic support.

- Excellent reading and oral comprehension skills.
- Multi‑tasking ability; good math skills.
- Excellent reasoning and critical thinking ability; and keyboarding skills are required. Knowledge of community resources and services.
- Knowledge of various types of real and personal property.
- Excellent customer service skills.
- Knowledge of care issues and costs associated with medical and nursing home care.
- Case management skills.
- Internet, email, and Microsoft Office, Excel, and database skills are highly desired.
- Prolonged periods of sitting and working on a computer.
- Periodic periods of standing or walking.
Frequent interruptions, public demand, high workload volume and time pressures are typical in the work environment for this position. Additionally, unpleasant social situations are typical in this environment.
