General Description
Under the supervision of the Utility Billing Supervisor, the Utilities Senior Cashier/Clerk will perform tasks related to the collection of utility bills to ensure accurate accounting records for receipts of the city. This position requires familiarity with the ordinances and policies regulating rates for billing the city's utilities. This position has some supervisory duties and provides clerical and reception support for the administrative staff of the city.
Responsibilities
In the absence of the Billing Supervisor, lead the billing process to ensure it is completed accurately and on time, including penalties, late notices, and monthly billing.Handle customer complaints and problems.In the absence of the Billing Supervisor, maintain AMR records and meter readings.Answer telephone calls, route messages to appropriate departments, and provide information to callers as needed.Review transactions logged in accounting ledgers, perform reconciliations, and monitor status of water accounts.Bill, post, handle, and receipting monies for water, sewer, garbage, and related departments.Record deposits, balance cash drawer daily, send late reminders, issue water meter deposit refunds, and process business registration payments.Design forms and reports pertaining to utilities as directed.Set up water/sewer taps and line locates; perform meter swaps when meters are changed; maintain AMI records and readings.Maintain familiarity with ordinances and policies regulating utility rates and with computer programs used for billing processes.Respond to questions about the billing process from staff, auditors, the public, or other sources.Assist with other utility requests as assigned by the Utility Billing Supervisor.Knowledge, Experience, and Skills
High school diploma or GED required.Ability to interact with the public courteousy and efficiently, even under stress.Familiarity with general clerical routines (typing and filing).Ability to work efficiently and accurately with frequent interruptions.Good arithmetic skills and ability to follow through on work assignments.Ability to establish and maintain effective working relationships with co-workers and other department personnel.Knowledge of computer operations, including basic knowledge of Microsoft Office, Word and Excel.Ability to operate office equipment (telephone, computer, printer, postage machine, copier, 10-key calculator, filing cabinet, fax, check scanner, etc.).Typing speed of at least 40 words per minute.Must possess a current New Mexico Driver’s License or have the ability to obtain one.Bi-lingual preferred.Strong interpersonal and communication skills and the ability to work effectively with a wide range of people.Work EnvironmentWork is performed in an office environment with a noise level ranging from quiet to moderate. The majority of the time is spent in a seated position, with regular keyboard use and hand dexterity required, as well as reaching, stretching, and lifting standard supplies as needed.

The regular work week is Monday through Friday, 8:00 a.m. to 5:00 p.m., with one hour off for lunch. Additional time may be required after regular hours. Schedule to be established by supervisor.
Travel Requirements
Limited travel – ability to travel for meetings and training may be required. Overnight travel may be required.
Pre-Employment Requirements
Must pass a background investigation including work history, criminal records, driving records, and other records deemed necessary.
Conditions of Continued Employment
Candidates must have and maintain a satisfactory driving record and insurability in accordance with the city’s insurance carrier.
