Request for Partnership: CMc Firm for Coburn Gore LPOE Modernization
Project: Coburn Gore Land Port of Entry (LPOE) – Three Phase Power & Facility Expansion
Role: Joint Venture Partner / Sub-Contracted Construction Manager as Constructor (CMc)
Location: Coburn Gore, ME / Woburn, Quebec
RFH is seeking a strategic partner to serve as the Construction Manager as Constructor (CMc) for the upcoming modernization and expansion of the Coburn Gore Land Port of Entry. We are looking for a firm to join our pursuit of this high‑stakes solicitation, bringing specialized expertise in complex infrastructure and international utility coordination.
Outline of the Scope of Work 1. Pre-Construction & Design Integration- Ability & Value Engineering:
Collaborate with the lead design team to provide real‑time feedback on concept designs to ensure project feasibility within the unorganized territory of Franklin County. - Cost Management:
Develop and maintain a rigorous construction budget and provide independent cost estimates to establish negotiating positions for all potential changes. - Schedule Development:
Create a master installation schedule that accounts for complex logistical hurdles, including international road closures and permitting.
- Hydro‑Quebec Coordination:
Serve as the primary technical liaison for the extension of three‑phase power from the termination point at 737 Chemin des Lignes in Canada to the U.S. border. - Modernization:
Oversee the condition review and replacement of approximately 60 utility poles and the installation of pole‑mounted transformers to support the new 1379 kW Main Port Building and CBP housing. - Technical Liaison:
Provide documentation and progress reporting in both English and French to facilitate expedited reviews with Canadian utility authorities.
- Site Supervision:
Manage the construction of two separate services: a dedicated service for the LPOE and another for the housing facility. - Safety Oversight:
Inspect compliance with project safety plans and monitor for potential life‑threatening conditions on‑site. - Financial Administration:
Manage the construction contingency allowance, reconcile monthly payments with open‑book accounting, and verify labor standard compliance.
- Record Documentation:
Maintain and verify a consistent set of as‑built drawings and technical manuals for all installed equipment. - Testing & Commissioning:
Conduct full system testing to ensure the three‑phase power installation meets all mandatory performance criteria.
- Proven CMc Track Record:
Experience in CMc/DBB delivery methods for large‑scale infrastructure projects. - Geographic & Logistical Expertise:
Familiarity with Maine/Quebec border operations and the ability to coordinate across international jurisdictions. - Utility Proficiency:
Specific experience with high‑voltage power extensions and utility coordination (Hydro‑Quebec experience is a major plus).
