Position: Payroll Specialist 2

Department Overview

This position is in the Payroll, Timekeeping and Labor Distribution Service Center, within OHSU Finance. OHSU Finance is the division within Oregon Health & Science University charged with the overall responsibility of accurately processing, reporting, and interpreting the university's financial transactions. We support healing, teaching, discovery, and outreach at OHSU by delivering quality financial information and services to the institution, its sponsors, and the community.

Under the direction of the VP of Financial Operations, this role is critical in ensuring timely and accurate payroll processing, ensuring compliance with federal and state laws, collective bargaining agreements and OHSU policies, as well as an enhanced employee experience regarding payroll inquiries.

Function/Duties of Position

Multi-State Payroll Processing, Records Maintenance and Compliance

  • Submit processes, review results, audit reports, correct errors including historical adjustments, batch loads and relocation. Process the Accrual Plan Balance Transfer Report and resolve discrepancies. Calculate and process salary adjustments, bonuses, retroactive pay, and other special payments.
  • Special Payments. Process off-cycle payments for terminations and other applicable situations.
  • Maintain compliance with federal, state, local, collective bargaining agreements and OHSU policies and procedures.
  • Over payments. Review over payment forms received for accuracy, calculate over payment amount, establish repayment plan with employees and follow through with execution of the repayment plan. Respond to employee inquiries regarding their over payment.
  • Union dues deduction setup and maintenance, over payment deductions, retro payments, final process dates and cell phone allowances.
  • Review negative accruals in alignment with the related changes within bargaining agreements.
  • Maintain payroll related forms and rules, backup documentation and appropriate approvals for payroll processing.

Customer Service

  • Respond to complex inquiries regarding pay, payroll deductions, taxes and payroll policies from timekeepers, employees, departments, and outside sources related to payroll, with emphasis on customer service and quality control improvement. This includes the Ask Payroll Service Center, Paycheck Help departmental email and phone line.
  • Review and resolve payroll discrepancies in a timely and professional manner.
  • Assist employees with direct deposit setup and inquiries.
  • Provide guidance to managers and employees regarding payroll-related processes.

Other

  • Participate in payroll projects, process improvement initiatives, and system implementations.
  • Establish earnings, deductions and leave items for payroll in collaboration with the Timekeeping team.
  • Implement payroll related changes in multi-state labor laws, bargaining agreements and OHSU policies.
  • Other duties as assigned.
Required Qualifications
  • 8 quarter (5 semester) or 80 clock hours of college level accounting courses,
    OR
  • Two years of work experience in an accounting field.
  • Three years of experience in a full-cycle payroll office required.
  • Proficiency with Microsoft Office products including Excel.
  • Highly customer service oriented.
Preferred Qualifications
  • Oracle payroll experience.
