Position: Project Controls Specialist (Cost Analyst)

We’re currently seeking a Highly motivated Project Controls Specialist located in Portland, Oregon.

Required Education
  • Bachelor's degree in Construction Management, Engineering, Finance, Business Administration, or related field
Preferred Certifications
  • Certified Cost Professional (CCP) or AACE certification
Required Qualifications
  • Minimum 5 years of project controls experience on capital construction projects
  • Demonstrated experience with cost estimating across multiple design phases
  • Experience with budget management, forecasting, and variance analysis
  • Experience with projects similar in scope and complexity including:
    Civil and infrastructure projects;
    Facility renovations and tenant improvements
  • Projects in regulated or operationally complex environments
  • Proficiency in project scheduling software (Primavera P6, Microsoft Project, or equivalent)
  • Advanced Excel skills for cost tracking, analysis, and reporting
  • Experience with cost estimating software and databases
  • Familiarity with earned value management concepts
  • Strong analytical and data management capabilities
  • Experience with project management information
Responsibilities
  • Work with Construction Manager and Inspectors to verify contractor field progress to ensure contractor progress payment requests are representative of actual field conditions and payments are processed within statutory timelines.
  • Verify measurement and payment documentation is substantive and accurate.
  • Ensure all required construction contract documentation requirements comply. Recommend mitigation strategies internally and externally.
  • Work with Construction Manager and Project Manager to ensure efficient and accurate administration of engineering construction contracts, perform merit and entitlement analyses to support resolution of change order negotiations, claims, disputes, and disagreements; review acceptability of submitted contractor project schedules and proposed work practices.
  • Work with Construction Managers, Inspectors and Finance staff as necessary to ensure all required FAA support documentation is generated and submitted in accordance with FAA provisions and timelines.
Preferred Skills/Abilities
  • Planning and Scheduling Professional (PSP) certification
  • PMP certification
  • Experience with Port of Portland or other port authority projects
  • Experience with IDIQ/on-call contract delivery models
  • Knowledge of maritime facility construction and operation
  • Experience with public agency financial reporting requirements
  • Familiarity with Commission/Board authorization processes
  • Strong attention to detail and documentation skills
  • Excellent written and verbal communication abilities
  • Problem-solving skills and ability to identify root causes
  • Professional demeanor when interfacing with contractors and stakeholders
  • Commitment to safety and quality standards
Salary

$50-60/HR

Bonus Pay

A bonus may be granted to employees depending on individual performance, employee utilization, attendance, tenure, and furtherance of other non-financial corporate goals; bonus opportunities are available at management’s discretion.
