Position: Project Manger (Construction)

Position Summary

Midnight Sun is seeking a Project Manager (PM) to support a federal contract at Portland Army National Guard Base (PANG) in Portland, Oregon. This person serves as the primary point of contact for government representatives, design teams, and internal leadership, providing clear communication, timely reporting, and proactive problem‑solving to keep projects on track. The PM oversees all phases of construction, ensuring work is executed safely, efficiently, and in full compliance with contract requirements, military standards, and applicable federal regulations.

This role manages project planning, scheduling, budgeting, subcontractor coordination, quality control, and risk management.

The ideal candidate brings strong federal construction experience—including familiarity with USACE, NAVFAC, ANG, or similar contracting environments—and excels at navigating complex project requirements, managing multidisciplinary teams, and delivering high‑quality work in secure and mission‑critical environments.

Duties/Responsibilities Project Planning & Execution
  • Plan, coordinate, and oversee all phases of federal construction projects to ensure timely completion, within budget, and in accordance with quality standards.
  • Develop and manage detailed project scopes of work, cost estimates, schedules, and work packages; review specifications, drawings, and submittals for accuracy and alignment with client expectations.
  • Lead development, implementation, and adherence to the Project CPM schedule, short‑interval planning (SIP) schedules, and project performance/execution plans.
  • Coordinate with estimating, design, and pre‑construction teams on project design, budgeting, and labor/productivity.
Financial & Contract Management
  • Manage project financials, including preparation of budgets, forecasts, cost tracking, cash flow, revenue, margin, and over/under billing analysis.
  • Ensure project buyout, subcontractor engagement, and risk assessment are completed timely and cost‑effectively.
  • Lead team coordination on change‑order management and monitor project financial performance (Cost to Date, Estimate Cost to Complete, Estimated Cost at Completion).
Team & Subcontractor Oversight
  • Assign, supervise, and support project staff and subcontractors; adjust staffing levels as workload requires.
  • Provide oversight and direction to onsite management teams to ensure efficient and compliant self‑performed work.
  • Coordinate effectively with architects, engineers, subcontractors, suppliers, and internal staff to ensure smooth execution of work.
Quality, Safety & Compliance
  • Ensure full compliance with contract requirements, corporate policies, and all applicable safety, quality, building, and regulatory standards, including OSHA, USACE, EM 385‑1‑1, HSEQ programs, and local codes.
  • Ensure strict implementation of the Quality Control Plan and Site Safety and Health Program, including hazard analysis, accident prevention, and substance abuse policies.
  • Maintain 24/7 availability for urgent project issues as needed.
Client & Stakeholder Management
  • Serve as the primary point of contact with government representatives, clients, and end users; respond promptly to inquiries, instructions, and contract modifications.
  • Lead project, client, and staff meetings; document discussions, decisions, and action items, ensuring follow‑through on commitments.
Other
  • Perform other duties as required to ensure contract compliance and successful project delivery.
Minimum Requirements Education & Experience
  • High School Diploma or equivalent required, Bachelor's degree preferred.
  • 10+ years of experience as a Project Manager in federal construction or similar role.
  • Experience with USACE/NAVFAC projects preferred.
Knowledge/Skills/Abilities
  • Strong knowledge and understanding of federal construction contract requirements, including FAR, DFARS, and USACE/NAVFAC processes.
  • Knowledge of construction and safety standards and regulations including, but not limited to: CFR 1910, CFR 1926, OSHA, EM 385‑1‑1.
