The City of Portland Bureau of Environmental Services (BES) seeks a Senior Public Works Inspector to work in the Materials Testing Lab of the Engineering Services Group. The position performs on‑site inspections to ensure structural components comply with contract plans and specifications for public works projects, including steel, concrete, masonry, wood, anchors, and welding. Typical projects include water or wastewater treatment plants, pump stations, reservoirs, and structural projects.
Key Responsibilities- Inspect materials, installation, fabrication, erection, or placement of components and connections for compliance with approved construction documents and referenced standards.
- Attend project preparation, design reviews and pre‑construction conferences.
- Review engineering plans, specifications and contract documents for complex public works projects.
- Build and maintain working relationships with project stakeholders.
- Coordinate with public works inspectors, construction managers, technicians, and design staff.
- Work independently on a large number of varied construction projects under the general direction of a Supervising Engineer.
- Ensure work is performed safely on construction sites including heavy equipment, excavations, and noise conditions.
- Knowledge of provisions of the Oregon Structural Specialty Code (International Building Code with Oregon amendments), ASTM, ACI, and AWS Standards, and their application in construction and inspection.
- Ability to read, interpret and apply complex construction plans, specifications, details, codes and applicable laws, including Portland standard specifications.
- Knowledge of laboratory testing standards for evaluation of construction materials and methods.
- Strong written and verbal communication skills for preparing technical reports and documents.
- Proficiency in computer use and relevant job‑related software.
- A valid State driver’s license.
- International Code Council (ICC) certified Special Inspector of the following at the time of hire:
- Reinforced concrete (ACI Concrete Field Testing Technician Grade 1 required)
- Structural steel and bolting
- Structural masonry
- Structural steel welding
- Ability to obtain additional special inspection licenses for: proprietary anchors, spray applied fireproofing, structural wood.
- AWS Certified Welding Inspector (CWI).
Minimum Qualification Evaluation — Week of June 15, 2026. An evaluation of training and experience will be performed.
Establishment of Eligible List — Week of June 22, 2026. Candidates meeting minimum qualifications are placed on the eligible list.
