About YouThe Project Manager will have a construction focus to effectively estimate, plan, direct, and supervise restoration projects from damage through reconstruction. The Project Manager represents Charter Construction and plays a critical role in delivering projects consistent with service and customer expectations while maintaining a safe work environment.
Supporting the Portland Metro, Project Managers for Charter's Specialty Projects and Restoration teams are not traditional Project Managers. They may manage 6‑10 projects a week and complete approximately 250 projects a year. A deep understanding of the remodeling process—from dirt to doorknobs— is paramount as the successful candidate will manage a team of skilled carpenters, be proficient at estimating work, anticipate manpower scheduling, and be an excellent communicator both internally and externally.
You are the main point of contact for your clients. As most work is performed on multi‑family housing, you will communicate with many types of people, from homeowners to board members, and articulate why repairs are essential and how to solve problems.

Required Knowledge, Skills, and Abilities- Good leadership and interpersonal skills
- Estimate projects ranging from $500 to $250,000
- Proficient computer skills and ability to use Microsoft products
- Work at a high pace and multitask
- Effective among diverse teams and manage multi‑faceted tasks

- Effective time‑management and organizational skills
- Coordinate with supervisory personnel and subcontractors to plan and execute work procedures, interpret specifications, and coordinate various phases of construction to prevent delays
- Industry‑specific knowledge of operations, practices, regulations, equipment, methods, and materials
- Conduct frequent site walks, identify hazards, anticipate RFI questions, and material needs
- Acquire all information needed to accurately bid projects
- Maintain critical path and ensure subcontractors follow schedule
- Lead ability in a supervisory capacity
- Takeoffs, coordination/scheduling
- Bid requests and bid leveling
- Proficiency managing estimates within Xactimate software
- Prepare estimates using Xactimate and proprietary software
- Insurance‑industry knowledge to plan, direct, supervise project objectives, maintain quality control and safety
- Negotiate project scope and estimates
- Provide direction to complete on‑schedule within or below budget
- Oversee contractual changes with client and vendors
- Maintain timely communication between team, client, and insurance representative
- Review shop drawings (interior/exterior finishes, cabinets, flooring, etc.) as needed
- Oversee/manage design changes with insurance representative and client
- Prepare VE/cost analysis recommendations for budget challenges
- Supervise multiple crews simultaneously on multiple projects
- Source and qualify vendors/subcontractors as needed
- Maintain written communication with clients, teammates, vendors, and insurance representatives
- Manage relationships between insurance representatives, community managers, homeowners and vendors/subcontractors
- Lead by example and maintain high visibility on‑site to be accessible for inspection and direction
