Requirements
  • Must be a U.S. citizen and pass a federal background review and drug screen.
Duties / Responsibilities
  • Perform daily inspections and submit reports on construction projects at federal facilities for compliance with contract, design documents, plans, and specifications regarding workmanship, materials, installation, and construction methods.
  • Provide recommendations or necessary changes to government personnel regarding contract plans and specifications for all phases of construction.
  • Monitor contractor’s quality system and administer the three-phase inspection process.
  • Provide surveillance at construction sites and assist owner in problem resolution.
  • Deliver and review change orders, modifications, RFIs, and submittals.
  • Monitor contractor’s schedule.
  • Review and comment on the accuracy of construction contractor’s requests for payment.
  • Verify accuracy of as‑built drawings.
  • Review and ensure QA and safety plans are adhered to by the contractor.
  • Utilize Resident Management System (RMS).
Education / Experience
  • High School Diploma/GED minimum; construction‑related degree preferred.
  • Minimum of 10 years of experience on large complex multimillion‑dollar federal construction projects, preferably USACE and/or Department of Defense.
  • Experience with a wide range of trades including electrical, mechanical, HVAC, roofing, and general building construction.
  • Army Corps of Engineers (USACE) experience preferred.
  • Experience using RMS 3.0 preferred.
  • Experience with three‑phase inspection process.
  • Experience with OSHA and EM 385‑1‑1 USACE Safety Manual preferred.
  • Demonstrated proficiency and effective communication skills in English, both oral and written.
  • Knowledge of building and construction crafts to ensure detailed inspections meet required workmanship levels.
  • Ability to read contract drawings and specifications.
  • Professional presentation, excellent communication skills, and attention to detail for client and contractor interactions.
  • Valid driver’s license and insurable.
Physical Requirements
  • Physically mobile in and around construction sites and field assignments.
  • Ability to carry required instruments and equipment.
  • Ability to lift 50 pounds.
  • Ability to safely and successfully perform essential job functions consistent with ADA, FMLA, and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.
  • Work may involve variable climate and environmental conditions, including extreme cold and heat.
