As the Early Learning Data Analyst Senior of the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will actively champion racial justice within early childhood programs and systems at Multnomah County and in the community. You will support applied research and program evaluation efforts for a highly visible preschool initiative focused on racial equity.

You will compile, extract, and analyze data from multiple complex data systems. Using that data, you will create a variety of reports and dashboards that help strengthen Preschool for All implementation and increase transparency with the community. You will build strong and effective relationships between the Preschool and Early Learning Division and other early childhood entities across the state in order to increase data transparency and program quality.

Primary

Responsibilities
  • Extract, clean, organize, and link quantitative data from internal and external information systems to allow for analysis and reporting
  • Perform difficult quantitative statistical analysis involving complex data and records from both primary and secondary sources, including a variety of statewide early learning databases and census data
  • Ensure that data analysis addresses implicit and explicit bias and centers the voices and experiences of Black, Indigenous, and People of Color
  • Design, develop, and maintain ongoing project dashboards to increase transparency and accountability, provide updates on implementation status, and share key learnings
  • Compile and organize complex information and data from multiple systems into a variety of reports and presentations
  • Build strong working relationships with data and evaluation staff at outside agencies and with community partners
  • Identify challenges with data quality and work to alleviate barriers to data sharing and reporting across multiple systems
  • Work cross‑teams, including with IT, to identify division‑specific data management and storage needs; implement and maintain identified solutions
  • Develop and document protocols that define variables, data sources, and data collection/analysis activities
  • Implement and lead processes that minimize bias and ensure the collection and management of high quality data
Key Knowledge & Experience
  • Advanced knowledge and understanding of the issues surrounding equity, inclusion, implicit bias, institutional racism, and other forms of systemic oppression
  • Knowledge and understanding of cultures, customs and social experiences of historically excluded communities experiencing barriers to opportunity, especially for Black and Indigenous child care providers and families, and Families and Providers of Color
  • Experience (including lived) working in early childhood education or with children ages 0‑8 and their families.
  • Experience collecting and analyzing data using a racial equity lens or framework.
  • Able to perform difficult quantitative statistical analysis involving complex data and records from both primary and secondary sources.
  • Advanced knowledge of data visualization practices and reporting tools such as Tableau.
  • Experience engaging diverse communities.
  • Experience extracting, cleaning, organizing, and linking data from multiple sources

Minimum Qualifications / Transferable Skills
  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
  • Bachelor’s degree in a relevant field of study, or equivalent education and/or practical experience
  • Three (3) years of experience in one or more of the following areas: data management, data analysis, or data visualization
  • Must pass a criminal background check
