Job Summary

Coordinates early childhood education services, collaborates with early childhood education programs and providers to ensure the delivery of quality care. Develops and presents trainings and technical assistance in the area of developmentally appropriate and quality early education and child care practices.

Essential Duties

  • Promotes and coordinates early childhood education services; works with early childhood education providers to support the recruitment and retention of early childhood educators and ensures the delivery of quality services across the county.
  • Partners with programs to develop customized quality improvement plans and provide support and/or referrals to community agencies as appropriate.
  • Recruits new programs and providers for starting a child care business.
  • Develops, implements, and delivers trainings for groups on professional development and early childhood education.
  • Provides technical assistance to family child care providers and child care centers to ensure efficient, responsive, and quality delivery of services.
  • Assesses child care providers' environments using standardized program tools. Assists providers in the development of work plans for continuous quality improvement and provides training and technical assistance to achieve work plan goals.
  • Assists in development, creation, and distribution of newsletters and training calendars.
  • Develops marketing materials and promotes services through distribution of materials at trainings, targeted mailings, brochures, and newsletter articles.
  • Enters child care program data into statewide database on a regular basis.
  • Keeps current on and promotes state initiatives related to early childhood best practice and the statewide Quality Rating Improvement System (QRIS), Spark.
  • Collaborates with community agencies, and participates in community meetings.
  • Develops and maintains resources including the resource lending library, training materials, community materials and community board.
  • General Duties

  • Reports suspected child abuse in accordance with Oregon Statute and Head Start procedures.
  • Participates as a team member in Child Care Resource and Referral staff meetings.
  • Attends training sessions and participates in training opportunities.
  • Works as a team with community agencies and other staff in providing services to children, families and providers.
  • Maintains records and/or activity logs.
  • Maintains the confidentiality of highly sensitive information.
  • Interacts with children, families and providers in a supportive and professional manner.

  • Minimum and Desired Qualifications

    Minimum Qualifications

    Education:

    Bachelor's degree in early childhood education, human development, child and family studies, social work, sociology, psychology or related field OR a Step 10 on the Oregon Registry and coursework in age three to five development, Experience/Training:
    Minimum (3) years of experience in an early childhood program with at least (1) year of experience providing technical assistance in an early childhood or human services program. Bilingual skills in English and Spanish including oral and written fluency Experience incorporating diversity, equity, and inclusion practices into teaching and coaching methods Current driver's license, insurance, and access to reliable automobile during work hours for transportation to off-campus sites.

    Must have at least three (3) years of driving history

    Preferred Qualifications

    • Master's degree in early childhood education or related field
    • Experience working with Oregon state child care rules and regulations

    Other Qualifications

    • Ability to obtain Oregon Registry Master Trainer Certification within one (1) year of hire
    • Must be able to travel throughout the county and to other required opportunities, including overnight and/or on weekends on occasion and with ample notice.
    • Must be able to enroll in the Oregon Central Background Registry prior to beginning employment and enrollment must be maintained throughout employment
