The Opportunity

We are seeking a highly skilled and motivated Systems Engineer to support the procurement, production, and lifecycle management of critical C5

ISR systems. The ideal candidate will provide essential technical expertise to the Communications‑Electronics Command (CECOM) Integrated Logistics Support Center (ILSC), ensuring the readiness and sustainment of military communications and electronic systems. This role involves in-depth analysis, acquisition support, and direct collaboration with various DoD agencies to resolve complex logistical and engineering challenges.

Responsibilities
  • Acquisition and Contracting:
    • Prepare comprehensive Acquisition Requirements Packages (ARPs), including market research, source location, and cost estimations.
    • Develop and perform Market Research and Independent Government Cost Estimates (IGCEs) for spot buys and larger efforts.
    • Author deliverables such as Performance Work Statements (PWS), Statements of Work (SOW), and Contract Data Requirement Lists (CDRLs).
  • Engineering and Technical Support:
    • Review, develop, and provide recommendations on Engineering Change Proposals (ECPs), Requests for Variance (RFV), Technical Manuals (TMs), and other technical documents and deliverables.
    • Provide technical guidance to ILSC personnel on assigned weapon systems and support field‑level requests to correct system issues.
    • Prepare and witness first article and production testing, including the development of test plans and procedures.
  • Lifecycle and Sustainment Management:
    • Perform trend analyses on failure data to identify root causes and recommend corrective actions.
    • Investigate and provide disposition recommendations for Product Quality Deficiency Reports (PQDR) and Defense Logistics Agency (DLA) 339s.
    • Review obsolescence reports and generate proactive solutions to Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues to ensure system longevity.
Required Qualifications
  • Strong understanding of electrical/electronic component functions, applications, assembly, and testing.
  • Experience reading and interpreting technical drawings, specifications, and datasheets.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and the ability to learn new databases and software.
  • Excellent oral and written communication skills, with a proven ability to work effectively in a team environment.
  • Willing to travel up to 25% of the time.
  • B.S. in an engineering discipline.
Desired Qualifications
  • Specific experience working with Army programs in sustainment, particularly CECOM/ILSC and Tobyhanna Army Depot (TYAD).
  • Direct experience preparing contract packages (ARPs).
  • Experience with current military communications and electronics systems, especially Radio Frequency (RF) communications.
  • Proficiency with File Repositories and Knowledge Management applications such as SharePoint, Product Data Reporting and Evaluation Program (PDREP), Windchill, or similar systems.
  • A working knowledge of lifecycle management principles for military systems.
  • Familiarity with the DoD contracting process.
