About the position:

The City of Portland is seeking to fill one Capital Project Manager III position within the Portland Bureau of Transportation's (PBOT) Capital Delivery Division. This position is part of PBOT's team of project managers leading the delivery of medium- to large-sized projects on the city street network. See more details about the division below.

Capital Delivery Division (CDD, one available position):
This team of 20 project managers and other professionals implements PBOT's $679 million capital program, focused on safety, major maintenance, and multi-modal "complete street" projects on the city street network. CDD works in close partnership with other PBOT work units including Transportation Planning, Engineering, Traffic Systems, Construction, Right-of-Way Acquisition, and Maintenance Operations; as well as consultants, contractors, and other agencies, to deliver a variety of transportation projects across the city.

CDD project managers also lead public involvement and stakeholder relationships associated with their projects. Upcoming projects that this position may manage include several federal aid grant projects that are making safety improvements in high-crash areasand other projects as assigned.

What you'll get to do:

* Work independently and act as the City's main contact related to assigned transportation projects.

* Collaborate with traffic and civil engineering staff, right-of-way professionals, construction and procurement staff, other City bureaus, partner agencies, consultants, as well as Maintenance Operations and private contractors.

* Develop, monitor, and report on budget and development of staffing and financing Intergovernmental Agreements.

* Develop and monitor project schedules, including balancing and prioritizing multi-project workloads and deliverables as appropriate.

* Oversee City involvement in NEPA processes and other environmental reviews on assigned projects.

* Negotiate resolution of project issues that are technical, procedural, and political with partners and other City bureaus.

* Collaborate with other agencies' project leads and stakeholders to move projects forward in alignment with PBOT's strategic goals focused on transportation justice and climate change.

* City Council briefings, Council committee meetings, and individual prep sessions with Councilors and City Administrators.

* Ensure projects fulfill requirements of coordination with City's design commission, landmarks, planning commission, PBOT modal committees and interest groups.

* Perform and coordinate equitable public involvement strategies and activities, as well as manage stakeholder relationships, associated with City projects.

These positions do not design and build projects directly and they do not require an engineer's license. However, a general knowledge of infrastructure design, engineering principles, and construction and project delivery are preferred.

You have knowledge of project management principles and can support, lead, and review various projects at various stages including environmental planning (NEPA), design, and construction. These projects may vary greatly in scope.

This position is high pace, dynamic, and requires a candidate who can hit the group running with a focus on finishing tasks in a timely, accurate, and professional manner.

* Equity Focused:
So much of what we do within the City involves pausing and looking at each project through an equity lens. Your lived and/or project experience with ensuring processes and project outcomes are equitable is important.
