About the Position

The City of Portland is seeking one Capital Project Manager III within the Portland Bureau of Transportation’s Capital Delivery Division (CDD). This role leads the delivery of medium- to large-sized projects on the city street network and works in close partnership with PBOT work units, consultants, contractors, and other agencies to deliver a variety of transportation projects.

Responsibilities
  • Work independently and act as the City’s main contact for assigned transportation projects.
  • Collaborate with traffic and civil engineering staff, right-of-way professionals, construction and procurement staff, other City bureaus, partner agencies, consultants, and contractors.
  • Develop, monitor, and report on budget and development of staffing and financing Intergovernmental Agreements.
  • Develop and monitor project schedules, balancing and prioritizing multi‑project workloads and deliverables.
  • Oversee City involvement in NEPA processes and other environmental reviews on assigned projects.
  • Negotiate resolution of project issues that are technical, procedural, and political with partners and other City bureaus.
  • Collaborate with other agencies’ project leads and stakeholders to move projects forward in alignment with PBOT’s strategic goals focused on transportation justice and climate change.
  • Prepare and present City Council briefings, Council committee meetings, and individual prep sessions with Councilors and City Administrators.
  • Ensure projects fulfill requirements of coordination with City’s Design Commission, Landmarks, Planning Commission, PBOT modal committees, and interest groups.
  • Perform and coordinate equitable public involvement strategies and activities, managing stakeholder relationships associated with City projects.
Who You Are
  • Project Coordinator with strong knowledge and experience in project development, scheduling, communications, and budgeting.
  • Excellent communicator to technical and non‑technical individuals, proficient verbally and in writing.
  • Organized, able to manage multiple tasks and respond to various situations in a fast‑paced environment.
  • Problem solver, able to identify problems early and use active listening and communication to find resolutions.
  • Project Manager with knowledge of project management principles and ability to support, lead, and review projects at various stages, including environmental planning (NEPA), design, and construction.
  • Results driven, able to focus on completing tasks in a timely, accurate, and professional manner.
  • Equity focused, with experience ensuring processes and project outcomes are equitable.
Minimum Qualifications
  • Knowledge of principles, practices, and current trends in transportation project design and construction.
  • Experience developing, tracking, and problem‑solving capital project budgets and schedules.
  • Ability to apply federal, state, and local laws, codes, and procedures regarding public works project delivery.
  • Experience interacting, engaging, and partner‑building with a diverse array of agency partners, community members, community groups, businesses, and contractors.
  • Experience exercising sound independent judgment and initiative within established guidelines, evaluating alternate project approaches and adopting effective solutions.
  • Preferred Qualifications
    • BA or BS in Engineering, Urban Planning, Architecture, Landscape Architecture, or a related field.
    • Engineer’s license not required.
