The City of Portland is seeking to fill one Capital Project Manager III position within the Portland Bureau of Transportation’s (PBOT) Capital Delivery Division. This team implements PBOT’s $679 million capital program, focusing on safety, major maintenance, and multi-modal complete street projects on the city street network. Project managers lead delivery of medium-to-large-sized projects and manage public involvement, stakeholder relationships, federal grant projects, and other assigned projects.

What you’ll get to do:
  • Work independently and act as the City’s main contact for assigned transportation projects.
  • Collaborate with traffic, civil engineering, right‑of‑way, construction, procurement staff, other City bureaus, partner agencies, consultants, and private contractors.
  • Develop and monitor budgets and staffing/financing intergovernmental agreements.
  • Manage project schedules, balancing multiple workloads and deliverables.
  • Oversee City involvement in NEPA processes and other environmental reviews.
  • Negotiate resolutions of technical, procedural, and political project issues.
  • Coordinate with other agencies’ project leads to align projects with PBOT’s strategic goals focused on transportation justice and climate change.
  • Prepare City Council briefings, committee meetings, and sessions with Councilors and City Administrators.
  • Ensure coordination with design commission, landmarks, planning commission, PBOT modal committees, and interest groups.
  • Perform equitable public involvement strategies and stakeholder relationship management.

These positions do not design and build projects directly and do not require an engineer’s license. A general knowledge of infrastructure design, engineering principles, construction, and project delivery is preferred.

Minimum qualifications
  • Knowledge of principles, practices, and current trends in transportation project design and construction.
  • Experience developing, tracking, and problem‑solving capital project budgets and schedules.
  • Ability to apply federal, state, and local laws, codes, and procedures for public works project delivery.
  • Experience interacting, engaging, and partnering with diverse agency partners, community members, businesses, and contractors.
  • Experience exercising independent judgment and initiative within guidelines, evaluating alternate approaches, and adopting effective solutions.
  • Optional qualifications
    • BA or BS in Engineering, Urban Planning, Architecture, Landscape Architecture, or related field (engineer’s license not required).
