Environmental Program Coordinator 3 – Regional Environmental Coordinator
Oregon Department of Transportation – Delivery & Operations Division – Region 1, Technical Center / Environmental Unit, Portland.
Responsibilities- Coordinate environmental activities for complex projects with the Engineering & Technical Services Branch’s Environmental Section and represent the region in statewide environmental issues.
- Advise area managers, project managers, and local agency program staff on environmental matters.
- Participate on project development teams, including completion of the NEPA process for federally funded projects.
- Support local agency project managers with scope definition for permitting and compliance portions of consultant contracts.
- Monitor projects for scope changes and coordinate with specialists on contract and workflow modifications.
- Coordinate with local, state, and federal agencies to obtain or support procurement of environmental clearances.
- Write or oversee development of Federal Highway Administration (FHWA) NEPA documentation, including Categorical Exclusions.
- Assist NEPA staff with Environmental Assessments and Environmental Impact Statements, as well as permitting.
- Assist ODOT staff with scoping environmental portions of the region’s project portfolio.
- Develop assessments evaluating and proposing resolutions for environmental impacts and constraints.
- Monitor, review, and maintain quality control of environmental prospectus, clearances, and NEPA documents.
- Provide environmental compliance support for construction and maintenance activities.
- Develop solutions consistent with the agency’s strategic direction.
- Bachelor’s degree in environmental science, physical science, natural science, engineering, or a closely related field.
- Three years of environmental analysis or resource project management experience, including one year of research design and analysis. (Or three additional years of experience may substitute for the degree.)
- Valid U.S. driver’s license and acceptable driving record; driving essential for the position.
- Familiarity with Region 1 local agencies’ transportation services and public works.
- Working knowledge of FHWA NEPA procedures.
- Working knowledge of environmental permits and clearances (e.g., Clean Water Act, National Historic Preservation Act, FHWA 4(f), Land and Water Conservation Fund).
- Excellent time management and communication skills.
