As a Stormwater and Restoration Engineer you will have the opportunity to contribute to a variety of exciting and engaging infrastructure projects including some of the region's leading large-scale projects for local agencies and municipalities.
Our Portland-based Water Team is seeking a Mid-Level Engineer to work on low-impact development approaches (LIDA), stormwater and restoration planning, design, environmental permitting, cost estimating, and construction documents for stormwater retrofit, flood reduction, habitat and stream restoration, water infrastructure, transportation, and site development projects. In this position you will work on stormwater and restoration design and hydraulic/hydrologic modeling for a variety of water-resources related projects including water quality retrofits and habitat restoration.
Work may include design from concept level to final construction documents (design, specifications, and costs) including writing and assembling stormwater and hydraulic technical reports. Candidates with a wide variety of design experience would be viewed favorably. Hydrology and hydraulic models used for typical projects include EPA SWMM, HEC-RAS, and others required to meet State and local agency requirements. Under the mentorship of senior level staff, you will have the opportunity to exercise judgment and make recommendations in the development and creation of stormwater and restoration plans for complex, multi-disciplined projects, potentially with multiple types of construction delivery methods including design-build.
You will provide team leadership and mentorship/coaching to both junior staff and other mid-level staff.
As a successful candidate you will be involved in business development activities by supporting proposals, identifying opportunities with existing clients, and helping maintain strong client relationships. Success in this role requires strong communication skills and the ability to effectively discuss technical issues, project scope, schedules, and budgets with clients and project teams.

- Bachelor of Science Degree in Civil Engineering
- A minimum of 8+ years of experience working in hydrology and hydraulic analysis (bridge and culvert), drainage design, and stormwater and watershed modeling
- QC modeling experience
- Ability to work independently and manage design tasks
- Have an Oregon PE license, or have the qualifications and ability to attain an Oregon PE license within the next year
- Strong experience with CAD design software (AutoCAD Civil 3D); including stormwater management best management practices (BMPs), stormwater master planning, roadway and railway drainage design
- Experience with hydrologic modeling using HEC-RAS and EPA Stormwater Management Model (SWMM)
- Team leadership and mentorship experience with interdisciplinary teams and junior staff
- Strong organizational skills
Ideally, you'll also have:
- Master of Science Degree in Civil Engineering
- Experience in consulting for public agencies, including U.S. Army Corps of Engineers, FEMA, and the U.S. EPA
- Strong understanding of climate resiliency and adaptation challenges and forecasting solutions
- Strong oral and written communication skills
- Familiarity with Clean Water Services, Oregon Department of Transportation (ODOT), Portland Bureau of Environmental Services design manuals
- Experience working on Urban Flood Safety Water Quality District or other flood control districts, Metro, Clean Water Services, ODOT, City of Portland, watershed organizations, tribal organizations, community-based organizations, or other regional agency projects
- Familiarity with developing Temporary Erosion Sediment Control (TESC) plans and Construction Stormwater Pollution Prevention Plans (CSWPPP)
- Sediment transport and fluvial geomorphology
- Process based restoration design
- Aquatic Organism Passage (AOP) projects
- Local and FEMA floodplain permitting
- Microstation Inroads or Openroads design experience
- Envision Sustainability Professional or LEED Accredited Professional
