These positions, within the Capital Delivery Division, perform capital project management work and provide direction, support, coordination, and assistance on a variety of transportation capital projects under the supervision of a Capital Project Manager IV or Division Manager. Responsibilities include development and implementation of public involvement strategies for transportation capital improvement projects, collaborative project development, affirming project scopes, assembling internal and external design teams, creating and tracking project budgets and schedules, convening project team meetings, review of project deliverables, coordination with other PBOT work groups, coordination with external bureaus and agencies, issue resolution, and public and stakeholder involvement.

The Capital Project Manager I position leads delivery of small- to moderate-sized capital projects. Capital Project Managers ensure that projects meet scope, schedule, budget, and public involvement expectations. The Capital Project Manager I position will also collaborate on large-sized capital projects with senior-level staff. The Capital Project Manager I position may also lead development of public involvement strategies, materials, and coordination for the division in place of managing some capital projects.

An ideal candidate will have experience in infrastructure planning and/or delivery, such as project management, infrastructure design, engineering, construction, transportation planning, transportation policy, environmental assessment, right-of-way, infrastructure finance, public involvement, communications, or other related work. The current vacancies are in the Portland Bureau of Transportation (PBOT). Other bureaus may use the eligible list development from this recruitment to fill future vacancies.

About the division:
The Capital Delivery Division (CDD) leads PBOT's capital improvement program, overseeing more than $500m of transportation and public infrastructure projects in the city. CDD includes 18 Capital Project Managers and a division manager. The division is part of the Projects, Policy, and Planning group at PBOT.

What you'll get to do:

  • Fostering project teams from all over PBOT and other city agencies and coordinating activities among team members.
  • Developing scopes, schedules, and budgets for capital projects.
  • Assisting on project development to ready transportation plans for engineering design.
  • Leading capital projects through all phases of designs and assisting with construction management during implementation.
  • Reporting to PBOT and City leadership on capital project progress and key milestones.
  • Developing public involvement plans and strategies for capital projects and in partnership with other project managers.
  • Creating and maintaining public involvement document templates.
  • Organizing and facilitating public meetings and events related to capital projects.
  • Coordinating with PBOT Communications, Equity and Inclusion, Transportation Planning, and cohort Public Works bureaus on capital project designs, public involvement and communications strategies and work products.
  • Creating and maintaining standards and guidelines for web-based public involvement including webpages, public surveys, electronic delivery of notices, and virtual open houses.
  • Keeping public involvement resources, templates, and training materials available and up to date in the PBOT Capital Project Delivery Manual.
  • Developing and maintaining relationships with community, neighborhood, and business groups for the purpose of effective public engagement.
