Responsibilities
- Provides program and budget analysis support to higher graded employees by preparing, compiling, and monitoring budget, financial, and programmatic information related to purchasing from a variety of funding and project sources.
- Provides analysis and processing support on software and hardware purchases related to civil works sites nationwide.
- Serves as primary source of information related to the purchasing program, vendor trends and financial reports covering the status of project funds, expenses, and obligations.
- Provides detailed cost information to higher-graded employees for planning and estimating purposes.
- Monitors and analyzes execution of the annual operating budget for that branch throughout fiscal year to ensure proper fiscal performance and recommends actions to adjust the budget during the year.
- Uses knowledge of fiscal law and government procurement procedures to make government purchase card purchases and initiate/monitor contracting actions.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require occasional temporary duty (TDY) travel.
- Current U.S. Army Corps of Engineers (USACE), Portland District, Hydroelectric Design Center employees with competitive status.
- Current Army employees with personal competitive status.
- Current civilian employees of the organization.
- One year of specialized experience, which includes:
- Applying knowledge of budget and purchasing regulations to execute a purchasing program;
- Conducting qualitative and statistical analysis to measure, monitor, and forecast obligations and expenditures as well as vendor cost trends;
- Utilizing budgetary software programs and databases for oversight of program requirements;
- Applying knowledge of fiscal law to make government credit card purchases and enable contracting actions.
- OR a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the necessary knowledge, skills, and abilities (e.g., Accounting, Financial Management, or Business Administration).
- OR a combination of education and experience, with a computed percentage of the requirements at least 100% (detailed computation instructions).
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑07).
Foreign Education- Education completed in foreign colleges or universities must have been evaluated by a private organization that specializes in interpretation or be deemed equivalent to that gained in an accredited U.S. education program.
- Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This position requires a 1‑year probationary period during which the agency evaluates your fitness and continued employment.
- Direct deposit of pay is required.
