Senior / Principal Regulatory Affairs Modeling Analyst
Supports regulatory affairs by providing economic and financial modeling, revenue requirement, pricing, and power-cost projections for corporate and regulatory projects and/or functions. May include conducting analyses of competitors, operational effectiveness and capacity utilization. Manages corporate and/or site budgets, generates forecasts, analyzes utilization and serves as internal consultant on financial matters for the organization. Creates financial models of scenarios for future business planning decisions.

Key Responsibilities
- Economic Analysis Develops economic analyses for significant and complex corporate projects and/or functions, including examining economics/costs under uncertainty; directs the activities of at least one other team member in completing the analysis
- Financial Models Develops longer-term financial models within UI Planner software with complex assumptions or relationships (e.g., models that will receive a high level of scrutiny internally and by regulatory groups); coordinates with other departments to ensure model assumptions/outputs align across the organization
- Reporting Develops end-to-end load-forecasting models with complex algorithm and presents to management and internal stakeholders; identifies, designs and implements process improvements of the load-forecasting models
- Internal Consulting Develops reports documenting complex analyses; may be responsible for preparing annual budgets and/or strategy reports including metrics and measurements
- External Interaction Presents analysis and work products to clients and senior management; may direct external consultants to complete projects
- Financial Systems Prepares information to be presented to the Oregon Public Utilities Commission and other external parties and answer straightforward questions
Education/Experience/Certifications
- Requires a bachelor's degree in finance, business, economics or other related field or equivalent experience.
- Typically, five or more years in related field.
- Experience with UI Planner.

- Advanced knowledge of macroeconomics and microeconomics, pricing theory, finance, accounting and financial analysis.
- Advanced financial modeling skills and experience using Microsoft Excel.
- Intermediate knowledge of regulated utility operations, revenue requirements, utility accounting principles (e.g., rate-base return standard, AFUDC), wholesale power market and the basics of power plant and transmission system operation and market fundamentals.
- Intermediate mathematical skills, including calculus, ordinary and partial differential equations, linear algebra, probability and multivariate statistics.
- Intermediate knowledge of fundamental economic, business and accounting principles.

- Reporting Leads the development of load-forecasting models, adding functionality and flexibility to the model for increased accuracy and more flexibility; presents the results to internal and external stakeholders; participates in the data gathering, system designs and business processes across silos to feed the load-forecast model
- Internal Consulting Develops standards/guidelines for reports documenting analyses; develops and maintains business rules and data hierarchies
- External Interaction Leads effort to provide other departments with comprehensive responses to all planning inquiries; delegate or redirect questions as appropriate
- Financial Systems Presents information and provides advice and guidance on complex or escalated information requests for presentation to Oregon Public Utilities Commission and other external parties
