Are you interested in shaping the future of the City of Milwaukie? We are seeking customer-focused, organized, and collaborative professionals to join our team as Permit Technicians. This is a single recruitment to fill either an entry-level Permit Technician I or a more advanced Permit Technician II position, depending on the successful candidate's qualifications and experience.

As a Permit Technician, you will serve as the essential front-line contact for developers, contractors, and homeowners, guiding projects from application through to completion. Your work will directly contribute to the City's commitment to being accountable, accessible, efficient, collaborative, and equitable.

What You'll Do
  • Customer Guidance: Explain permit processes, fees, and inspection requirements to the public, contractors, and developers in person, over the phone, and by email.
  • Permit Management: Review applications, enter data, calculate fees, track application progress, and ultimately issue and close out permits.
  • Technical Support: Utilize permitting software, manage accurate digital and physical records, and assist with property research.
  • Financial Duties: Collect fees, issue receipts, reconcile daily cash transactions, and prepare deposit packets.
Permit Technician II (Advanced/Certified)
  • Hourly Range: $32.92 - $42.00
  • Key Focus: Handling complex permitting processes, coordinating needs across multiple City departments (e.g., planning, public works), and contributing to process improvements.
  • Minimum Qualifications: High school diploma or GED, Permit Technician Certification (ICC), and three years of permit tech I or equivalent experience.
Permit Technician I (Entry-Level)
  • Hourly Range: $29.86 - $38.13
  • Key Focus: Serving as the first point of contact, reviewing applications for completeness, calculating and collecting fees, and tracking permit progress.
  • Minimum Qualifications: High school diploma or GED and two years of relevant experience.

Compensation Permit Tech II

The salary range for this overtime‑eligible, union‑represented position is $5,706–$7,280 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $6,935 per month.

Permit Tech I

The salary range for this overtime‑eligible union‑represented position is $5,175 – $6,609 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would generally be no higher than $6,287 per month.
