The City of Portland Bureau of Environmental Services (BES) protects public health, water quality, and the environment by operating and maintaining wastewater and stormwater facilities. As an Operations Division, we monitor two wastewater treatment plants and nearly 100 sewage pump stations 24/7, and we are developing Operations for our Renewable Natural Gas Facility and Organic Waste Receiving Facility.
We seek a Resource Recovery Analyst (Analyst III) to oversee, coordinate, and prioritize the Operations Division’s Resource Recovery portfolio, focusing on Biosolids Land Application. The program manager will lead the Biosolids team and provide analytical and programmatic support to other Resource Recovery programs.
Logistics:
Five days a week, 8 hours/day, 07:00 am–03:30 pm during onboarding. Final schedule determined with manager; compressed work‑week options possible post‑probation.
- Liaison/point of contact for Biosolids and residuals management program administration.
- Provide direct supervision and support to biosolids land‑application staff (2 FTE), including planning, performance management, training, and safety oversight.
- Oversee preparation and submission of annual compliance reports and work plans for DEQ and EPA.
- Contract oversight and management.
- Annual and 5‑year budget development and monitoring with Resource Recovery Manager.
- Oversight of Biosolids Land Application team responsibilities: hauling coordination, sampling and compliance, land‑application coordination.
- Contribute to long‑term land application program resiliency planning and development.
- Provide analytical, data‑driven support for RNG and organic waste receiving.
- Track program performance, operational metrics, and cost‑recovery opportunities across the resource recovery portfolio.
- Assist with cross‑program coordination to improve efficiency, optimize resource use, and support long‑term sustainability.
- Direct report to Resource Recovery Manager (Analyst IV).

- Ability to communicate clearly, logically, and persuasively, both verbally and in writing.

Education:
Associate of Applied Science in Water/Wastewater Technology or other environmental field; or equivalent. - Preferred Education: Bachelor of Science in Environmental Science, Agronomy, or related field; or equivalent.
- Preferred Education: Valid Oregon Wastewater Operator Treatment Certification grade I–IV, or ability to apply for reciprocity.
- Required Experience: Five (5) years demonstrating the KSAs above.
- Preferred Experience: Ten (10) years demonstrating the KSAs above.
