In this position, you will assist in the planning and managing of a comprehensive safety occupational health program to eliminate or control the risk of injury to personnel assigned to all phases of the safety and occupational health activities for Portland District’s Navigation Division.

• Enforce safety and occupational health principles, methods, and techniques which includes understanding OSHA requirements.
• Investigate mishaps involving personnel or damage to machinery, tools, materials, or equipment.
• Address any near misses, injuries, or accidents and brief the Project Manager.
• Evaluate, procure, and distribute accident prevention material and provide training.
• Assist with the hearing conservation program, the respiratory protection program, fall protection program, and confined space program.
• Communicate with the District Diving Coordinator to discuss policy and safe work practices for diving operations.
• Perform administrative functions for the SOHO such as timekeeping, travel, correspondence, and electronic records management.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A pre-employment occupational physical is required.
• Temporary Duty Travel up to 10% of the time.

One year of specialized experience which includes applying federal safety standards applicable to industrial work processes, ensuring environmental compliance with applicable state and federal laws and regulations as well as performing site inspections and evaluating work practices to verify compliance and/or recommending changes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study…
