The Office of Multnomah County Emergency Management (MCEM) is seeking a Senior Emergency Management Analyst – Training and Exercise to join the team. In this role you will apply project management and training programming experience to develop, manage, and implement the MCEM Training and Exercise program, increasing disaster resilience and response readiness across the County. You will co‑pilot emergency response exercises, test plans for real‑world implementation, and follow up with After Action Reports, Improvement Plans, and training programs for staff and community partners.
The role requires strong interpersonal and communication skills, project management, technical writing, and grant management expertise in a flexible, diverse team environment.
- Training and Exercise Program Management
- Lead overall administration of the Emergency Management training program, including after‑action reports and improvement plans.
- Provide technical expertise on evaluating the effectiveness of emergency management policies, practices, programs, and functions, and make revisions to achieve desired outcomes.
- Represent MCEM on various county, state, and regional boards, committees, and community advisory groups.
- Plan and develop training for internal and external emergency management partners.
- Project and Grant Management Activities
- Develop and maintain complex plans that meet federal, state, and local requirements such as FEMA and CFR.
- Prepare and apply for FEMA grants and other external funding opportunities.
- Emergency Operations and Response
- Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities.
- Lead communication and engagement with the public and external emergency officials and partners.
- Provide support for the Emergency Operations Center.

Minimum Qualifications /Transferable Skills*- Bachelor’s degree or equivalent
- Three (3) years of experience
- A valid driver’s license
- Special Knowledge, Skills, Abilities (KSA)
- Advanced knowledge of natural and human‑caused hazards and their impact on rural and urban environments.
- Advanced understanding of Emergency Management principles, including NIMS, Incident Command System, NRF, Hazard Mitigation, etc.
- Expertise in designing, leading, and managing complex, multi‑disciplinary exercises, including timelines, milestones, and stakeholder recruitment.
- Advanced writing skill for After Action Reports and Improvement Plans using HSEEP format.
- Experience engaging communities in culturally responsive ways, with inclusive decision‑making processes.
- Knowledge of Law Enforcement, Fire, EMS, Public Works, Public Health, and Human Services capabilities.
- Proficiency with technology programs such as Office Suite, WebEOC, Google Drive, Ops Center, Everbridge, etc.
