This position is contingent upon award, and hiring decisions will be finalized once the contract is granted. Position Description ATSG is presently identifying candidates for a Confidential Informant Subject Matter Expert (SME) position to support The Bureau of International Narcotics and Law Enforcement Affairs (INL) at U.S. Embassy Bridgetown.

This effort manages a suite of interconnected advisory programs that have measurably strengthened the Eastern Caribbean's capacity to detect, investigate, and prosecute illicit threats. Implemented through the Regional Security System (RSS) and the CARICOM Implementation Agency for Crime and Security (IMPACS), these initiatives have delivered tangible gains in intelligence sharing, interdiction outcomes, and judicial follow-through across multiple jurisdictions.

Duties and Responsibilities

• Review, design, and institutionalize CI program policies and procedures aligned with U.S. best practices and regional legal frameworks.
• Develop Standard Operating Procedures (SOPs) governing recruitment, vetting, management, and deactivation of informants.
• Advise on CI program governance mechanisms including supervisory review, documentation control, and audit compliance.
• Mentor partner-nation officers and prosecutors on CI integrity, case documentation, and evidentiary admissibility.
• Produce policy memoranda and materials supporting long-term institutional adoption across member states.
• Provide strategic advice to INL Bridgetown and RSS leadership on CI program risks, ethics, and operational safeguards.
• Conduct structured reviews of existing CI practices, identifying legal and operational gaps.
• Draft and refine regional and national SOPs covering the full informant lifecycle: recruitment, handling, compensation, and termination.
• Develop model documentation templates (source files, handler logs, evaluation forms) ensuring traceability and oversight.
• Establish CI integrity controls including audit trails, supervisory review, and disciplinary processes for misuse.
• Deliver technical guidance to prosecutors and oversight entities to ensure CI-derived intelligence is admissible in court.
• Coordinate closely with INL Advisors, RSS RAID, and U.S. law-enforcement liaisons to maintain alignment with U.S. foreign-policy and national security objectives.

Minimum Qualifications

• U.S. Citizen
• Secret Security Clearance
• Bachelor's degree in criminal justice, intelligence studies, international relations, or related discipline.
• Extensive practical field experience in confidential-informant management, including service as a federal officer engaged in HUMINT collection and investigative operations. Experience should include duties equivalent to a Special Agent (HUMINT Collector) responsible for cultivating cooperative relationships and eliciting information to achieve operational and intelligence objectives; recruiting and managing networks of confidential informants supporting criminal and national security cases; overseeing a field-office intelligence program and mentoring agents handling large informant portfolios.
• Extensive experience in law-enforcement or intelligence operations involving confidential informants, sources, or human-intelligence collection.
• Demonstrated expertise in developing or managing CI programs, including vetting, validation, and oversight mechanisms.
• Prior service as a senior investigator, case agent, or intelligence officer within a U.S. federal, military, or partner-nation law-enforcement agency.
• Proven ability to design or advise on policy, legislative, or procedural frameworks governing informant use, accountability, and ethical compliance.
• Experience coordinating with oversight bodies, legal advisors, and interagency stakeholders to ensure compliance with human-rights and evidentiary standards.
