Office of Community Involvement (OCI)OCI was created by voters in Multnomah County in 1984. It is charged with developing and maintaining community involvement programs and policies to facilitate direct communication between the community, department leaders, and the Board of County Commissioners. We are committed to helping inform and involve communities in the processes that shape county policies, budgets, and programs.
OCI staffs and coordinates three civic engagement programs:
The Community Involvement Committee (CIC) is composed of up to 15 volunteers who study and advise OCI on county engagement and community involvement matters. The Charter Review Committee (CRC), consists of 16 volunteers representing all four county districts, convened every six years to perform a comprehensive study of the Multnomah County Home Rule Charter. The Community Budget Advisory Committees (CBAC), comprised of 10 groups of community members that analyze and advise department leaders on departmental budget allocations.
As the CBAC Program Coordinator, you will provide essential administrative guidance on policies and procedures, technical assistance, and operational support to department staff assigned to coordinate their respective CBACs. You will spearhead educational and development opportunities for volunteers, leading comprehensive program orientations and onboarding sessions to prepare community members for the CBAC program, county administrative rules, code, and relevant regulations. Additionally, you will provide direct staffing and coordination support to the Non-Departmental and Central CBACs.
MajorJob Responsibilities Program Administration
- Provide administrative guidance, technical assistance, and operational support to department staff assigned to coordinate their respective Community Budget Advisory Committees (CBACs).
- Establish and communicate program timelines, reporting schedules, and key deliverables or deadlines for the CBAC program.
- Design and maintain CBAC participant management systems to track and report member terms, application statuses, selections, attendance, absences, and vacancies.
- Develop and distribute standardized program templates, guidelines, and resources to maintain operational consistency across all departments.
- Act as a central resource on best practices, compliance, and policy for CBAC departmental staff and teams.
- In collaboration with the OCI Director, provide regular updates and briefings to staff and county leadership regarding policy updates and implementation plans.
- Support OCI’s broader mission to regularly evaluate the County’s community engagement policies and programs to reduce systemic barriers to public participation.
- Administer and analyze participant satisfaction and retention surveys to produce data-driven program evaluation reports.
- Utilize Better Impact volunteer management system.
- Coordinate countywide outreach and recruitment strategies to fill vacancies across all departmental CBACs, including managing the application process, designing promotional materials, and facilitating the selection process.
