The Oregon Health Authority (OHA), Public Health Division (PHD), Health Security Preparedness & Response (HSPR) section is seeking a dedicated and analytically skilled All-Hazards Planner to join our team. In this role, you will lead the development, review, and revision of statewide public health emergency response plans that support Oregon’s ability to mitigate, respond to, and recover from all-hazards emergency events.

Working under the direction of the HSPR Planning Chief and alongside the HSPR Planning Team, you will play a central role in strengthening Oregon’s emergency preparedness systems.

As the All-Hazards Planner, you will collaborate with preparedness partners and subject matter experts across federal, state, and local levels—integrating state-level planning with the work of local health departments, health systems, Public Health Division Programs, and key federal and non-governmental organizations. This position requires strong analytical capabilities and the ability to translate complex emergency systems and resource assessments into actionable planning updates.

The role involves access to sensitive and classified information from public and private sector agencies engaged in healthcare, pre-hospital services, and public health continuity planning. Your expertise will support gap analyses and guide updates to statewide plans and procedures, including Oregon’s Public Health Emergency Operations Plan and Mult-Year Integrated Preparedness and Training Plan.

What We Are Looking For

Minimum Qualifications:

These qualifications must be reflected in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Note:

Relevant knowledge and experience may include work in areas such as policy analysis, legislative coordination, operational research and evaluation, and project management. This may involve evaluating agency policies and operations; developing and implementing policy and legislative proposals; conducting organizational research to improve programs, systems, and services; leading strategic planning efforts; and managing complex projects from design through implementation. These experiences demonstrate the ability to analyze issues, coordinate with diverse stakeholders, guide organizational improvements, and support the development of effective statewide plans and operational systems.
