The Invoice Specialist is responsible for the accurate and timely submission of invoices to Coordinated Care Organizations (CCOs) based on documented services in case notes. This position supports HRSN billing operations by reviewing service documentation, verifying eligibility requirements, and entering invoice data in compliance with Medicaid, OHA, and CCO billing guidelines.

This role requires sustained attention to detail, strong analytical skills, and strict adherence to documentation and compliance standards. The majority of the workday is computer-based and focused on documentation review and invoice processing.

Essential Duties
  • Prepares and submits accurate invoices to CCOs in accordance with established billing guidelines and timelines.
  • Reviews case documentation to ensure services meet eligibility and compliance requirements prior to invoicing.
  • Maintains accurate billing records and supports quality assurance and audit readiness efforts.
Job Functions
  • Reviews case notes and service documentation to identify billable activities.
  • Verifies service eligibility, authorization requirements, service codes, modifiers, units, and dates prior to submission.
  • Submits invoices to CCOs within required timelines.
  • Analyzes documentation to confirm services meet billing criteria and funding guidelines.
  • Flags incomplete, unclear, or non-billable documentation and communicates concerns to supervisors or case managers.
  • Cross-references services with program requirements and funding rules.
  • Tracks invoice submissions, approvals, denials, and resubmissions.
  • Assists in resolving billing discrepancies and correcting documentation errors.
  • Maintains organized digital records to support internal audits and monitoring visits.
  • Ensures compliance with Medicaid, HRSN, HIPAA, and agency documentation standards.
  • Participates in internal quality assurance reviews and compliance audits
  • Maintains confidentiality of participants and financial information.
  • Performs additional duties as assigned in support of billing operations.
Qualifications
  • High school diploma or equivalent required.
  • Strong attention to detail and ability to maintain accuracy in repetitive workflows.
  • Proficiency in computers, data entry, and spreadsheet software.
  • Ability to interpret written documentation and follow complex billing guidelines.
  • Strong organizational and time-management skills.
Preferred Qualifications
  • Experience with Medicaid, HRSN, or healthcare billing.
  • Familiarity with CCO billing requirements and service codes.
  • Experience reviewing case notes or service documentation.
  • Knowledge of HIPAA and confidentiality standards.
