Position: Nurse Practitioner IV (Deputy Clinical Director)-Primary Care
The Deputy Clinical Director is a licensed independent practitioner with advanced education and national certification who is the designated first-line supervisor in addition to leadership characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and influence organizational mission and health care.

Portland is Oregon's largest city, located where the Willamette and Columbia rivers meet. It offers big-city amenities-an international airport, strong public transit, major league sports, museums and galleries-along with small-city charm like local bookstores, arts fairs and the Rose Festival Parade. Residents enjoy easy access to nature, from paddling the Willamette and exploring parks and gardens to biking 162 miles of bike lanes and hiking in the nearby Columbia River Gorge.

General Description of Assigned Duties:

* The Advanced Practice Nurse (APN) IV, Deputy Clinical Director practices within the Primary Care Division, providing a full range of services that emphasize quality, timeliness, and advancement of the Veterans Affairs (VA) mission.

* Executes leadership responsibilities characterized by substantial and continuous accountability for population groups and integrated programs, influencing the organization's mission and healthcare delivery.

* Provides advanced clinical practice, consultation, and management of a clinic, including supervision of licensed practitioners.

* Practices to the full extent of education, training, and certification, consistent with clinical privileges associated with the position.

* Holds prescriptive authority for a designated patient panel or program.

* Provides clinical oversight as assigned, including intermittent coverage for the Associate Chief of Staff for Primary Care.

Functions of Assigned Duties:

* Responsible for leadership of service and programmatic operations, including both clinical and administrative functions.

* Serves as an administrator, educator, consultant, and collaborator with clinical programs at the facility and network levels, working closely with interdisciplinary service leaders and executive leadership.

* Directs and supervises staff orientation, training, and professional development, including evaluation of individual performance.

* Functions as a role model, educator, practitioner, and supervisor, providing leadership to the clinical team.

* Influences care outcomes by collaborating with interdisciplinary partners to eliminate barriers and implement innovative, evidence-based programs and processes.

* Engages in professional organizations to support leadership growth and career development.

* Demonstrates ethical decision-making and fosters accountability across personal, organizational, and staff levels.

* Equips staff with tools for culturally competent care and promotes a culture of accountability for high-quality, cost-effective outcomes.

* Cultivates alliances across the care continuum through trust-building, active listening, engagement, and emotional intelligence.

* Assists nurse leaders, APNs, and interdisciplinary clinicians in achieving expected operational and clinical functions.

* Contributes recommendations for establishing standards of care, policies, and objectives to enhance clinical practice.

* Leads and collaborates in policy development activities related to customer service and the functioning of administrative and clinical programs.

* Works collaboratively with healthcare staff to establish and maintain cross-disciplinary programs that influence organizational mission and healthcare delivery.

* Maintains comprehensive knowledge of accreditation and regulatory standards, ensuring compliance with directives, policies, and standard operating procedures.

* Provides peers with constructive feedback and supports colleagues through knowledge sharing to ensure safe, high-quality care.

* Fosters a safe and supportive environment conducive to the professional development of healthcare staff and contributes nursing perspectives within interdisciplinary discussions.

* Partners with others to effect change and achieve optimal outcomes.
