Since 1993, The Pathfinder Network (TPN) has provided justice-system impacted individuals and their families tools and support to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties.

We develop and deliver evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including Parenting Inside Out, the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound support and services. We serve an average of 3,000 people a year agency-wide.

What You Will Be Counted On To Do

As the People and Culture Manager, you will support the agency in prioritizing people, relationships, community, and the agency’s people strategy. You will be a generalist responsible for a broad range of people-related functions, guiding talent and culture development and employee relations. You will champion TPN’s culture and values and be a critical part of the “glue” of the organization. You will work to promote the development, performance, wellness, and satisfaction of all employees.

You will be a subject matter expert in employment laws, compliance requirements, and support the development and implementation of agency policies and procedures. You will help ensure staff and programs are fully supported to deliver high-quality prevention and intervention services to adults and children who are justice-involved, while maintaining a positive work experience for employees.

Responsibilities
  • Manage daily operations of the People and Culture department.
  • Lead recruitment and onboarding efforts and activities.
  • Manage, develop and enhance key processes within the department.
  • Lead employee relations, including coaching, investigations, corrective action, mediations, and conflict resolution in alignment with agency values.
  • Maintain and review job descriptions and personnel files for all positions.
  • Track KPIs, generate reports, and provide data to inform management decisions.
  • Engage with applicants, employees, and managers to ensure reasonable accommodations in compliance with the ADA/ADAAA.
  • Maintain, review, and update the employee handbook.
  • Support the development and implementation of agency policies and procedures, applying equitable and inclusive practices.
  • Maintain knowledge of compliance and regulatory changes, industry trends and best practices.
  • Lead full implementation of HRIS.
  • Develop resources to support staff and information sharing. Conduct research to support resource development.
  • Lead and manage all required reporting, including oversight of the Affirmative Action Plan.
  • Support agency projects, initiatives, and event planning.
  • Supervise People and Culture staff, volunteers, or interns.
  • Other duties as assigned.

  • Partner with the People & Culture team, Leadership Team and all agency staff to foster a collaborative, healthy internal work culture that addresses issues affecting equity and inclusivity.
