Position Overview / DutiesIncumbent works for Northwestern Division (Headquarters Office or Portland District Office) to perform computer systems analysis, software design, and software updates to facilitate data collection and processing of water control data for the Northwestern Division operation of the Columbia River and west side projects. Responsible for database management, development, documentation, and maintenance for data exchange, acquisition, networking, system admin, and web products used to disseminate data throughout the region that is critical for reservoir operations, water quality, fish passage and flood risk management.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. The position may be filled at the GS‑09, GS‑11 or GS‑12 grade level with non‑competitive promotion potential to the target GS‑12 grade level. Minimum Education Requirement:

One year of specialized experience which includes assisting with the use of hardware and software systems related to real time data collection and data dissemination. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑07). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined here .
OR
Education:
Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre‑accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre‑accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
