Position: IT Specialist (Network Services) with Security Clearance
Duties
* Review, analyze, and evaluate physical and cyber security programs to determine overall effectiveness in achieving implementation; required support of equipment and systems; and compliance with applicable regulations, agreements and policies.
* Define IT security requirements and carry out activities leading to security certification or accreditation.
* Implement and support IT security applications. Installs, configures, and conducts integrated analysis of multiple audit logs from devices, e.g. fire wall, router, switch, etc.
* Serve as a system and network administrator for the HDC Automated Controls and Cyber Security Branch lab network and any industrial control systems (ICS) testbeds in development.
* Support the installation, configuration, maintenance, and lifecycle management of a wide variety of technologies used for the ICS or OT system installed at the hydroelectric power plants. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* Employee must obtain and retain DOD and/or DA required certifications within 6 months of hire:
Security+ or CISSP
* Performance of duties will require travel to hydropower projects about 25% of the time.
* Must possess and maintain a valid state driver's license at time of appointment.
* This position is eligible for certification IAW DoD 8570-01-M, 12/19/05.
* In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:

* 1) Foundational qualification requirements within 9 months,
2) Resident qualification requirements within 12 months,
3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). Specialized and Other

Experience:

One year of specialized experience which includes
1) Conducting cyber security analysis to identify threats;
2) Providing recommendations and solutions in the development and operation of network systems; and
3) Monitoring and evaluating network systems for compliance with IT security requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail
- Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service
- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services;

Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.
