Company Description

Concannon Lumber Company is a Portland-based commodity trader and importer specializing in plywood, lumber, and engineered wood products. We source from domestic mills and international suppliers across Asia and South America, managing a high-volume import program that requires rigorous regulatory compliance and supplier coordination.

Role Description

We are seeking a mid-level Import Compliance & Operations Specialist to own the compliance and operational backbone of our import program. This role is equal parts regulatory rigor and hands-on logistics coordination. You will be responsible for ensuring every import shipment meets U.S. legal requirements while also managing the supplier documentation pipeline, purchase order process, and freight coordination that keeps product moving.

You will work directly with ownership, accounting and operations leadership. Your work will have an immediate and visible impact on the business.

Key Responsibilities
- Import Compliance
  • Prepare and submit Lacey Act declarations (Plant and Plant Product declarations) for all applicable wood product imports, ensuring accuracy of genus/species, country of harvest, and quantity data
  • Manage TSCA Title VI compliance for imported composite wood products, including supplier certification tracking and documentation retention
  • Conduct OFAC and restricted party screening on suppliers, vendors, and counter parties prior to transaction execution
  • Monitor anti-dumping and countervailing duty (AD/CVD) exposure on plywood and lumber imports, flagging transshipment risk and ensuring proper entry classification
  • Stay current on CBP, APHIS, EPA, and OFAC regulatory changes affecting wood product imports
Key Responsibilities
- Import Operations
  • Coordinate with overseas suppliers on shipment documentation: commercial invoices, packing lists, bills of lading, certificates of origin, phytosanitary certificates, and fumigation records
  • Issue and manage purchase orders; track open orders from placement through port clearance and warehouse receipt
  • Liaise with customs brokers and freight forwarders to ensure timely entry filing and clearance
  • Monitor vessel schedules and ETAs; proactively communicate delays or documentation gaps to internal stakeholders
  • Reconcile supplier invoices against POs and shipment records; flag discrepancies for resolution
  • Maintain import records in company systems and support preparation of periodic compliance reports
  • Onboard new international suppliers through compliance screening and documentation setup
  • Maintain supplier compliance files including species declarations, mill certifications, and chain-of-custody documentation
  • Build and maintain working relationships with key suppliers to facilitate document collection and issue resolution
Qualifications
- Required
  • 2–5 years of experience in import compliance, customs administration, or trade operations
  • Working knowledge of Lacey Act declaration requirements for wood/plant products
  • Familiarity with OFAC screening procedures and restricted party list tools
  • Experience coordinating with customs brokers and international freight forwarders
  • Proficiency with Microsoft Excel for data tracking, reconciliation, and reporting
  • Strong attention to detail and comfort managing multiple open shipments simultaneously
  • Excellent written communication skills for supplier and vendor correspondence
Qualifications
- Preferred
  • Experience with TSCA Title VI composite wood product compliance
  • Familiarity with anti-dumping/countervailing duty programs, particularly for wood panel products
  • Background in commodity trading, lumber, building materials, or agricultural imports
  • Experience with import management software or ERP systems
  • Basic knowledge of accounting practices
