Wherever we come from, whoever we are, everyone deserves safe and stable housing. In 2018, voters approved the Metro Affordable Housing Bond which promises to add 3,900 new affordable housing units in partnership with seven jurisdictional and housing authority partners. Upon completion, between 9,000 and 15,000 people will have a safe and affordable place to call home and thousands more over time.

In May of 2020, voters approved Measure 26‑210 known as Metro Supportive Housing to fund services for people experiencing or at extreme risk of homelessness. Thanks to voters, Metro now partners with Clackamas, Multnomah, and Washington counties to reduce homelessness through services that help people find and keep safe and stable home.

Housing insecurity and homelessness impact Black, Indigenous and People of Color (BIPOC) at disproportionately higher rates compared to white communities. Addressing homelessness and housing insecurity requires intentional efforts to address racial disparities and policies that continue to cause harm to BIPOC communities. Supportive Housing Services (SHS) Quality Improvement Program Manager

The person hired into this role will apply these values as they take a human-centered approach to inspire, motivate, and empower others to continuously develop, learn and grow to better serve the many diverse communities that make up Metro. Metro is hiring a Supportive Housing Services (SHS) Quality Improvement Program Manager who will play a leadership role in shaping regional oversight and accountability in the Supportive Housing Services work.

Responsibilities
  • In collaboration with Metro staff and our jurisdictional partners, coordinate the development and implementation of a multi-layered oversight and accountability framework for the SHS program.
  • Develop administrative and programmatic systems and procedures, tools, manuals to ensure effectiveness of programs and compliance with SHS internal and external requirements and conduct on‑going monitoring to maintain standards.
  • Work with stakeholders to gather, aggregate, and analyze data. Develop metrics, indicators, and analytical tools to monitor homelessness programs, ensuring comprehensive insights.
  • Lead the analysis and review of reports provided by partners and track the outcomes and metrics.
  • Lead in the development of recommendations for program revisions to enhance practices and achieve SHS objectives.
  • Establish data standards addressing programmatic and legal compliance, feasibility, risks, and alignment with policy objectives, including advancing racial equity.
  • Review program requirements and proactively identify areas of concerns.
  • Develop and implement quality improvement plans and corrective actions plans to ensure continuous enhancement.
  • Serve as lead over other professional staff providing guidance and support for effective program implementation.
  • Support the development of reports, related materials, and other accountability tools for all Committees related to SHS.
